Description
The Health Resources and Services Administration (HRSA) intends to negotiate on a sole source basis with Charles R. Drew University of Medicine and Science for the purpose of collecting data on health profession education barriers. This is a notice of intent, not a request for competitive proposals. Specifically, data must be collected in an urban setting with large minority populations of the two predominate under represented minority (URM) population in the U.S. (African American and Latino). The major focus of this procurement will be to: 1) Identify, recruit, and select fifty (50) educationally or economically disadvantaged students annually who have the potential for being admitted and successfully completing an allied health professional program; 2) Provide a six (6) week Summer Institute Program for fifty (50 ) students; 3) Provide for all Summer Institute Program students a comprehensive retention program consisting of counseling, study skills development, feedback, workshops and tutorial services to increase the likelihood success in the completion of the program; 4) Provide primary care exposure by way of clinical rotation of all fifty (50) Summer Institute Program participants through multiple in-patient and ambulatory departments at King Drew Medical Center; and 5) Collect data re: academic deficiencies and barriers, interventions, and short term outcomes of interventions. The decision to award the contract to Charles R. Drew University is based on its unique capabilities and extensive experience in addressing the health care issue of the population of South Central Los Angeles and they have previously demonstrated a true commitment to disadvantaged populations in terms of ensuring the educational pipeline for health professionals. In addition, Drew has relationships with key allied health entities and other educational institutions that will not only ensure community outreach, but develop a diverse health professions workforce from disadvantaged populations. Therefore, the Government has deemed Charles R. Drew University as the only responsible source capable of providing the required services under this contract.
