Description
The Virginia Contracting Activity (VaCA), on behalf of the Defense Intelligence Agency (DIA), intends to award a firm fixed price contract for a "Turn-Key Photogrammetric Film Scanning System". This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is MDA908-01-Q-0049 and is being issued as a Request for Quotation (RFQ). The RFQ document and incorporated provisions and clauses, identified in this CBD announcement, are those in effect through Federal Acquisition Circular 97-22. The North American Industry Classification System (NAICS) and small business size standard is 421430. Vendors having brochures and other documents identifying and supporting their products offered must submit them under separate cover to Ms. Doris Hall, Defense Intelligence Analysis Center (DIAC), Building 6000, Luke Drive, Bolling AFB, Washington, DC 20340-5100 so that these documents arrive timely to support the vendor's quote. All vendors are put on notice that Federal Acquisition Regulation (FAR) Subpart 15.208 is applicable. The Turn-Key Key Photogrammetric Film Scanning System must be delivered, FOB Within Consignee's Premises (see FAR clause 52.247-35), to the Defense Intelligence Analysis Center (DIAC), Room G1-209, Building 6000, Luke Drive, Bolling AFB, Washington, DC 20340-5100 not later than sixty (60) days from date of the award of the contract or 01 June 2001 whichever is sooner. The following FAR provisions/clauses apply to this RFQ, and vendors MUST COMPLETE these clauses were applicable and submit with the quote: 52-212-1, Instructions to Offerors Commercial Items (Oct 2000); 52.212-2, Evaluation Commercial Item (Jan 1999) (Note: Important -- - The following information is provided and is applicable to FAR clause 52.212-2, Evaluation Commercial Items (Jan 1999), paragraph (a): a) quote is fully compliant with all requirements set forth in the CLINs (40%), b) past performance (30%), c) price (20%) and d) delivery (10%) (note: vendors who can deliver the Turn-Key Photogrammetric Film Scanning System earlier than set forth herein, will receive a larger number of points as based upon the percentage); and e) Basis for Award (Best Value) an award from this Request for Quotation (RFQ) may be made to the vendor whose quotation offers the Government the Best Value, which is not necessarily the quotation with the lowest realistic cost or highest technical score if the quoter's competitive range is considered essentially equal in terms of technical capability, the Government reserves the right to award to the quoter with the lowest price -- -- IMPORTANT The Government may award a contract based on quotes received, without discussions with quoters)); 52.212-3, Offeror Representations and Certifications Commercial Item (Mar 2001) (Note: IMPORTANT -- - Quoters MUST include in their response to this quotation a FULL and COMPLETE copy of their responses to the provisions at FAR 52.213-3); 52.212-4, Contract Terms and Conditions Commercial Items (Mar 2001); 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Item (Feb 2001). Responses to the RFQ are due by 2:00 P.M., Thursday, 29 March 2001. Vendors may submit their quotes on the Standard Form (SF) 1449 and/or on company letterhead stationery. Vendors are hereby put on notice if their response is submitted via facsimile or electronically (Internet) and received after 2:00 P.M., it is late (e.g. if the quoter began his facsimile or electronic transmission at 1:50 P.M. and the last page is received by the facsimile machine or computer at 2:01 P.M., the quote is late). Vendor must provide only the items described herein; no substitutions of components will be accepted. Vendors must insert their pricing in the lines made available for the appropriate Contract Line Item Number (CLIN) and also sum the prices under "Total". CLIN 0001, Turn-Key Photogrammetric Film Scanning System, consisting of the following components: (a) photogrammetric scanner shall have a very precise X Y stage with a Megaplus 6.3I series image capture device and roll film transport which together are specifically designed to digitize fine grain aerial roll film and capture the images up to six microns; (b) workstation will be a standard Sun Ultra 60 C3D with a 450 Mhz CPU, 4MB L2 cache, 512MB memory, 18.2GB hard disk, pulsed light source, Creator 3D series graphics, floppy drive, 32x internal CD, 21 inch (measured diagonally) color monitor, and keyboard with mouse; (c) Software must be Solaris 2.6 Unix operating system, and DSW500 scanning software; (d) Required furniture includes desk with monitor arm, and chair; (e) one (1) full year of maintenance after vendor's initial warranty expires; 1 SYSTEM at $____________. CLIN 0002, One week of On-Site training at the DIAC; 1 LOT at $_________________. CLIN 0003, Technical manuals; 1 LOT at $____________. CLIN 0004, Access to vendor's Hotline Technical Support for one (1) year from date Turn-Key Photogrammetric Film Scanning System is installed and fully operational and which has been so certified by both the vendor and government representatives; 1 LOT at $_________________. CLIN 0005, Installation (for any installation NOT covered by FOB Within Consignee's Premises (see FAR clause 52.247-35); 1 LOT at $________________. Grand Total $________________.
