Description
This work involves furnishing all labor, material and equipment required to apply a clopyralid herbicide to Russian Knapweed (centaurea repens) during its bloom stage on approximately 110 acres of abandoned agricultural Navy lands (in two different sections of the Horse Creek area of the Fallon Naval Air Station near Fallon, Nevada). After a minimum of one month following herbicide application on Fields in Sections 2 and 3, the Contractor shall: disk the soil; prepare firm seedbed; and drill seed with specified seeding mixture (10 pounds per acre of: Crested Wheatgrass (Hycrest) (20%); Thick Spike Wheatgrass (Critana) (35%); Four Wing Saltbush (Native) (15%); Basin Wildrye (Native) (4%); Small Burnet (3%); Penstemon (Palmer) (4%); Blue Flax (5%); Winterfat (4%); Kochia (3%); Spiny Hopsage (7%)). Along Horse Creek (approximately 30 acres) in Section 4, Russian Knapweed shall be spot-sprayed with glyphosphate herbicide while avoiding and protecting the native shrubs and grasses growing near the Russian Knapweed. To control weeds within 20 feet of water, the Contractor shall use an herbicide that is approved for use around water. In November or December, Section 4 shall be broadcast seeded with the same seed mixture (25 pounds per acre). Treat any tall whitetop or tamarisk (salt cedar) that may be growing in this area as well. Application of herbicides shall be performed by a certified applicator in accordance with Nevada Revised Statutes, Chapter 555, Custom Application of Pesticides. The North American Industry Classification System (NAICS) code is 115112. The related Small Business size standard is $5 Million. This procurement is set-aside for Small Businesses. Quotations will be evaluated based on contractor qualifications and price. In accordance with FAR 5.102(a)(7), this solicitation will be limited to distribution on electronic medium; Request for Quotations package will be available to download free of charge via the Internet at http://esol.navfac.navy.mil. The Government will not provide hard copies (paper) or CD-ROM. ALL PROSPECTIVE OFFERORS AND PLAN ROOMS MUST REGISTER ON THE ESOL WEBSITE. NOTIFICATION OF ANY CHANGES (AMENDMENTS) WILL BE MADE ON THE ESOL WEB-SITE. THEREFORE, IT IS THE OFFEROR'RS RESPONSIBILITY TO CHECK THE WEB-SITE PERIODICALLY FOR ANY AMENDMENTS AND NOTICES TO THIS SOLICITATION. In addition, your firm must be registered on the Central Contractor Registration (CCR) web-site at http://www.ccr.2000.com to be eligible for award. Request for Quotations package will be available on or about 10 April 2001. Receipt of quotations will be approximately 25 April 2001. The Official Planholder's list will be maintained on the ESOL website after the solicitation has been issued.
