- Description
- 1. CONTRACT INFORMATION: A-E services are required for two (2) Indefinite Delivery-Type contracts for Hydrologic, Hydraulic and Coastal/Estaurine Engineering Services. Each contract will be for a base period not to exceed 12 months and two option periods. An option period may be exercised when the contract amounts for the base period or preceding option period has been exhausted or nearly exhausted. Contracts will be firm fixed priced. The amount of each contract period will not exceed $1,000,000.00. The total contract amount is $3,000,000.00. The anticipated award is August 2001. SUBCONTRACTING PLAN REQUIREMENTS: If the selected firms are large business concerns, a subcontracting plan with the final fee proposals will be required, consistent with Section 806(b) of PL 100-180, PL 95-507, and PL 99-661. A minimum of 30% of the total planned subcontracting dollars shall be placed with small business concerns. At least 15% of total planned subcontracting dollars shall be placed with small disadvantaged businesses (SDB), including Historically Black Colleges and Universities or Minority Institutions, and , 8% with women-owned small businesses (WOSB), 1% shall be placed with Hubzone Small Business (HubSB), and 3% with veteran-owned small businesses. This plan is not required with this submittal. 2. PROJECT INFORMATION: The work under this contract will primarily be in the Susquehanna and Potomac River Basins and the coastal and estuarine portions of Maryland within the boundaries of the Baltimore District, however, work may be required outside of these boundaries. Primary work under this contract will involve, but not be limited to, reconnaissance investigations, feasibility studies, data collection, designs and reports related to coastal issues such as beach erosion, hurricane and storm protection, navigation, water quality, coastal inlets and tidal hydraulics; hydraulic/hydrologic issues such as flood control, flood forecast and warning system improvements, etc. Demonstrated qualifications and experience will be required in the following areas of coastal/estuarine engineering: (1) proficiency in numerical modeling of coastal processes relative to wind, wave, current, and storm surge studies; shoreline change and storm erosion using GENESIS and SBEACH and other Corps approved models; effects of coastal structures on wave characteristics, circulation and storm surges in the open ocean and semi-enclosed embayments; (2) understanding of shoreline processes and responses; (3) development of tidal elevation frequency curves; (4) estimation of channel shoaling rates; (5) development of sediment budgets; (6) generation of design and hindcast water levels and wave conditions for beaches and coastal structures; (7) calculations of tidal flows and tidal prisms; (8) engineering analysis for plans of improvement using beachfill, seawalls, revetments, jetties, breakwaters, bulkheads, piers and sand bypassing systems; (9) the ability to collect and analyze coastal processes data such as waves, tides, currents, sediment transport, and beach profile surveys using a sea sled to include pre and post storm; (10) computer code development for specific coastal engineering applications, (11) bathymetric surveying, and side scan sonar surveying to determine underwater structural conditions and damage; and (12) geotechnical data collection and analysis, including coring and sub-bottom profiling. Additional qualifications and experience in the following hydraulic/hydrologic engineering areas; (1) generation of the standard project and probable maximum floods; (2) generation of frequency flows for gaged and ungaged areas under natural or regulated conditions; (3) development of water surface profiles using HEC-RAS, HEC-2, UNET, DAMBRK or other Corps approved models; (4) watershed rainfall/runoff using HEC-HMS, HEC-1 or other Corps approved models. (5) hydraulic analysis and design of dams, flood detention basins, and related structures; (6) hydraulic analysis of natural and modified river channels, levees, and associated interior drainage facilities (including use of computer model HEC-IFH); (7) sedimentation analysis for rivers and reservoirs using Corps of Engineers models HEC-6 and SAM. The staff must be capable of responding to multiple work orders concurrently. The contractor must be able to supply completed products in IBM PC compatible software such as AutoCAD, Word, and Excel. Deliverables consisting of computer files must be fully operational on the Baltimore District computer system. The AE firm selected shall be capable of providing final design products using computer-aided design and drafting (CADD) and delivering the drawing files in Autodesk, Inc., AutoCAD Release 14 or higher, native electronic digital format (i.e. .DWG) delivered on CD ROM conforming to the ISO 9660 CD standard. The design is not required to be performed using a specific CADD system. However, the AE will be required to deliver the final design products in the above stated CADD format. The products delivered must be able to be accessed directly by the Government's target CADD system without requiring translation, pre-processing, post-processing or additional software. It is the responsibility of the AE firm to ensure this level of compatibility. The contractor must also be able to supply digital data products in a format compatible with work station ARC/INFO (Version 7.0.3 or higher) geographic information system (GIS). The firms must be qualified in the work areas described and be familiar with the requirements and regulations of the Corps of Engineers, EPA, and other agencies that have jurisdiction. 3. SELECTION CRITERIA: See Note 24 for general A-E selection process. Significant evaluation criteria in relative descending order of importance are: (1) Professional qualifications necessary for satisfactory performance of required services; (2) specialized experience of the firm in the types of work required and where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) past experience, if any, of the staff in the Chesapeake Bay region and the DELMARVA coast of the Atlantic Ocean; (4) Capacity of the firm to accomplish multiple task orders within time and cost limitations; (5) past experience, if any, of the firm with respect to performance on Department of Defense contracts; (6) Extent of participation of SB, SDB, historically black colleges and universities and minority institutions in the proposed contract team, measured as a percentage of the estimated effort; (7) Location of the firm with respect to work sites will be a secondary consideration provided that a sufficient number of qualified firms respond to this announcement. 4. SUBMISSION REQUIREMENTS: See Note 24 for general submission requirements (Note 24 is written in detail in any Monday issue of the CBD). Interested firms having capabilities to perform this work must submit a SF255 and SF254 for the prime and joint venture(s) and SF254 for each sub-consultant to the address below, no later than the close of business on the 30th day after the date of this announcement. If the 30th day is a Saturday, Sunday, or Federal holiday, the deadline is the close of business the next business day. The Baltimore District does not retain SF254's on file. The SF255 and SF254 shall clearly indicate the staffing of the office indicated to perform the work. In block 3b of SF255, provide the ACASS number for the prime firm, if available. In SF255, Block 6, provide the ACASS number of each consultant, (if available). If your firm does not have an ACASS number, it can be obtained from the Portland District Corps of Engineers ACASS database by calling (503) 808-4591.
