Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This notice constitutes the intentions of Headquarters, US Army Intelligence and Security Command to enter into an award to the successful offeror to provide a Telephone Monitoring System. The solicitation number identified above is for identification purposes only. No other solicitation documents will be issued. The following salient characteristics apply: (a) a minimum of 32 channel analog record capability; (b) capability to monitor, record and de-multiplex T1 lines carrying 24 different conversations; (c) ISDN compatibility; (d) ability to record and print back facsimiles; (e) interface compatibility with a variety of PBX and ISDN switches currently in use at military installations; (f) ability to duplicate and playback recording media with standard commercial equipment; (g) ability to digitally search each log by time and channel; (h) be man-portable; a minimum of 2 media drives, (rewritable DVD drives preferred); (i) removable archive media, (removable DVD-RAM preferred); (j) a minimum of 2 playback stations; (k) input power switchable between 120V and 240V AC; and, (l) user training on set-up and use of the equipment and initial support shall also be included. The equipment shall be able to perform three functions required during the performance of communication security evaluations. The first will be the interception and recording of telephone calls. Second, the interception and storage of facsimile messages; and, the third, the reviewing, storage, and printing of monitored calls and facsimile messages. The performance of the first and second functions would consist of equipment that would be placed inside a central telephone room/closet and connect to a 66 block. The equipment will log and record incoming calls and facsimile messages. The information will be recorded onto some type of removable archive media for retrieval at set intervals. Upon retrieval of the media, it will be taken off-site for playback and review on a separately configured playback station. Delivery is required no later than 120 days after receipt of order. Inspection and acceptance of all items included in the system shall be at destination (Government facility). The quotation shall include the following: (1) a firm-fixed-price for the entire system including the training and initial support; (2) a breakdown of the components of the system with technical descriptions of the components; (3) delivery date; (4) payment terms; (5) CAGE and Dunn & Bradstreet numbers, and taxpayer's ID number; and executed provisions FAR 52.212-3 and DFARS 252.212-7000. This solicitation document incorporates provisions and clauses that are those in effect through Federal Acquisition Circular 97-22.
