Description
This prospective requirement is for the establishment of a Basic Ordering Agreement (BOA) to provide services and materials to fabricate, modify, repair, replace, upgrade and improve Navy Precision Approach Landing Systems (PALS) components, assemblies, and associated hardware. PALS components to be supported include the AN/SPN-35-C Transmitter Assembly, AN/SPN-43 Magnetron Assembly, and other RF assemblies used in the AN/SPN-35. The BOA and subsequent orders will be awarded to Communication & Power Industries (CPI), 150 Sohier Road, Beverly, MA 01915 on a sole source basis citing statutory authority permitting other than full and open competition title 10 U.S.C 2304c (1) Only One Responsible Source and No Other Supplies or Services will satisfy Agency Requirements, as implemented by FAR 6.302-1. CPI is uniquely qualified to perform the services as it is the Original Equipment Manufacturer (OEM) of the AN/SPN-35-C Transmitter, the AN/SPN-43 Magnetron Assembly and the related RF assemblies of the AN/SPN-35 and is the only company that possesses the technical documentation, technical expertise, special tooling to conduct the necessary engineering services, system level repairs/modifications, emergency repairs, upgrades, immediate factory support as well as fabrication of parts. The BOA will be awarded no later than 1 October 2001, and subsequent orders will be placed as requirements are identified by the requiring activity over the ensuing three year period.
