Description
The National Park Service, Department of the Interior, is soliciting proposals from construction firms having the capability to perform the work described below. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and price proposal. The Government will consider an offeror's technical capability in comparison to its price, with greater emphasis given to an Offerors technical capability. The scope of this contract consists of general construction and replacement of water and sewer utilities. The project includes, but is not limited to, rehabilitating the existing campground septic tank systems (six) with new tanks and a dual containment (dual wall) variable grade sewer line, (Approximately 8,500 feet). Replace the existing potable water transmission line with 4 inch fusion welded PE pipe (Approximately 7,500 feet); Drill and develop a new potable water well (Approximately 800 feet deep) to provide backup service for the park water system and provide electronic control system for the parks potable water system. The project is located at Wind Cave National Park, Custer County, South Dakota. The technical qualifications of firms submitting proposals for this project will be evaluated using the following criteria (listed in descending order of importance): 1) Prior Similar Project Experience 2) Prior Similar Project Performance 3) Qualifications of Key Personnel 4) Claims History with Owner, Subcontractors and Suppliers and, 5) Business References. Prospective Offerors should include narratives highlighting those demonstrated qualifications and performance working with dual containment (dual wall) and single wall PE fusion welded pipe; experience with waterline trenching and installation; well drilling and development and experience in electrical control circuitry and mechanical equipment installation. It is anticipated that this solicitation will be issued electronically on/about April 5, 2001 on the Department of Interior's Business Opportunities website, at http://ideasec.nbc.gov Paper copies of this solicitation will not be made available. It is anticipated that the Department of Interior will be conducting all future business opportunities via electronic commerce. Prospective Offerors desiring to conduct business with DOI should register at the FedBizOps link below. Proposal documents will be made available in Microsoft Word, HTML and Adobe PDF. Specifications will be available in Adobe format, and drawings will be available in TIFF format. Offerors wishing to receive notification of changes to the solicitation must revisit the website at http://ideasec.nbc.gov on a periodic basis to check for the most recent amendment, as applicable. Offerors may also register at http://www.FedBizOps.gov No other notifications of updates will be sent to prospective offerors. The construction magnitude of this project is $1,000,000 -- $5,000,000. The time for completion of this project is 200 calendar days after issuance of the notice to proceed. A site visit is tentatively scheduled on/about April 20, 2001. The exact time and location of the site visit will be identified in the Request for Proposal (RFP). The exact due date for proposals will also be identified in the RFP. All responsible Offerors may submit an offer that will be considered.
