Description
The Broadcasting Board of Governors, International Broadcasting Bureau (BBG/IBB), Office of Contracts (CON), has a requirement to renovate approximately 36,000 square feet of space at its headquarters building located at 330 Independence Ave SW (Cohen Building) Washington, DC. The Contractor shall be required to: (a) remove equipment, fixtures, and components; (b) construct new office spaces (e.g., doors, windows, gypsum board walls, carpet, and acoustical ceilings); and (c) work with other contractors. All work shall be performed in accordance with GSA policies and procedures in a GSA owned and operated building. The design has been coordinated with and approved by GSA. A pre-proposal conference will be held at the above work site within two weeks of publication of this synopsis. This pre-proposal conference will provide an opportunity for the Contractor to familiarize itself with the site conditions and ask questions. The Solicitation (RFP) will be issued within 2 weeks after the pre-proposal conference. The estimated construction price range is between $1,000,000 and $5,000,000 and the proposed period of performance of this work requires completion within six (6) months from issuance of the Notice-to-Proceed (NTP). To be considered, interested companies must have demonstrated experience in the renovation of buildings under the purview of GSA and be experienced in constructing special facilities such as accoustic isolation rooms and installing architectural millwork and other detailed finishes. Pursuant to FAR Subpart 15.304 (e), Offerors are hereby notified that the basis for award will be price and other technical factors, with technical factors being significantly more important than price. The following technical factors will be used in determining each Offeror's technical score: (a) demonstrated recent (within the past 5 years) experience in projects of the same size and scope, particularly the high end finishing details and specialty audio/visual appliances; (b) qualifications of key personnel as demonstrated by resumes submitted; (c) adequacy of the proposed subcontracting plan; and (d) the Contractor's proposed Quality Assurance/Inspection System to be used during contract performance. The IBB intends to issue a Request for Proposal (RFP) solicitation for this negotiated firm-fixed-price procurement in April 2001, with a proposal response date of 30 calendar days after the RFP release date. Offerors interested in receiving a copy of the RFP must respond in writing to the Contracting Officer, Mr. Gary Hosford via facsimile at (202) 260-0855, or E-mail at ghosford@IBB.gov, or via letter to the above-listed address not later than 15 calendar days after the publishing date of this CBD Notice. All responsible sources may submit a proposal in response to the forthcoming solicitation document, and all proposals shall be considered by the Agency. This CBD notice is not a RFP, IFB, or RFQ.
