- Y -- This solicitation is unrestricted. Estimated cost of construction is $10,000,000.00 to $25,000,000.00. The Standard Industrial Classification Code assigned is 1541 (NAICS) 233320 with a Size Standard of $27,500,000.00. Construction completion is 520 calendar days. Project consists of the complete renovation of 110,000 GSF building. Conversion of penthouse area to a 400 person conferencing center. Complete renovation of all mechanical, electrical, plumbing, and fire protection systems. Replace all HVAC equipment, except for the primary chilled water piping and equipment (chiller, pump and heat exchanger). Cooling towers associated with the chillers will be replaced. All new equipment will have DDC controls that tie into the existing Siemens System 600 with Apogee software. Construction of a paved parking lot and storm drainage improvements. Cast-in-place concrete retaining wall, sidewalk and planting. The following are new items to be provided by this project: passenger elevators; steel transfer beams above the existing roof with a new roof over the transfer beams; air distribution system with VAV and two AHUs serving each floor; domestic hot and cold water distribution systems, water and vent systems; storm water piping systems; sprinkler and standpipe system; fire alarm system compatible with the existing Ceberus installation-wide reporting system; switchgear in a weatherproof enclosure; 300 KW emergency generator; audiovisual system, including video cameras, motorized front screens, lighting dimming system, distributed ceiling speakers, ceiling mounted video projectors and microphones, audiovisual equipment rack and rack workstations. THIS SOLICITATION WILL BE PROVIDED IN AN ELECTRONIC FORMAT, FREE OF CHARGE, TO ALL REGISTERED PLAN HOLDERS. THE MEDIA THROUGH WHICH THE GOVERNMENT CHOOSES TO ISSUE THIS SOLICITATION WILL BE IN EITHER; COMPACT DISK (CD) OR WEB SITE; THIS SOLICITATION WILL NOT BE ISSUED IN PAPER. CONTRACTORS MAY VIEW AND/OR DOWNLOAD SOLICITATION INFORMATION FROM THE INTERNET AT HTTP://EBS.NAB.USACE.ARMY.MIL. ALL CONTRACTORS MUST GO TO THIS WEB SITE TO REGISTER AS A PLAN HOLDER. IN ORDER TO REGISTER EACH CONTRACTOR MUST HAVE A VALID DUN & BRADSTREET NUMBER AND CAGE CODE NUMBER ASSIGNED FOR THE SPECIFIC LOCATION BEING REGISTERED AND ALSO BE REGISTERED IN THE CENTRAL CONTRACTOR DATABASE. EACH CONTRACTOR NEED ONLY REGISTER ONCE FOR EACH SOLICITATION. ONLY REGISTERED PLAN HOLDERS WILL BE PROVIDED THE SOLICITATION. This procurement will be advertised as a Request for Proposal and will be evaluated for Best Value for award of the project. The technical evaluation criteria will be established in the RFP. In order to comply with the Debt Collection Improvement Act of 1996, all contractors must be registered in the Central Contractor Registration (CCR) to be considered for award of a Federal contract. The initial registration date expired 31 May 1998.
