- Description
- This is a combined synopsis/solicitation for Commercial items prepared in accordance with the format in the FAR subpart 12.6 as supplemented with additional information included in this notice. This Announcement constitutes the only solicitation. A written solicitation will not be issued. This Announcement/Solicitation is issued as a Request for Quote (RFQ) and incorporates the provisions and clauses that are in effect through Federal Acquisition Circular 90-46. This Announcement/Solicitation will be competed on a full and open basis. The contractor shall furnish and install new equipment and services, components, parts, labor, tools, transportation that may be necessary to install a Closed Circuit Television (CCTV) System for base and 4 (four) option years to include maintenance. The system shall include five Delta dome II cameras with wireless video/data transmission capability, the video/audio recording system must be from NICE VISION, INC. 200 Plaza Dr Fourth Floor, Secaucus, NJ 07094, on digital video/audio recording system, and a matrix switching system. The Delta Dome II cameras will provide high performance color video both day and night; can pan a full 360 degrees in about one second; and can be programmed for up to 99 tours per camera. These high-speed dome cameras will be strategically located on top of five two to ten story buildings at a military installation to view main points of entry and the surrounding property and facilities. The buildings are located from to mile from the police station. Due to their remoteness, their video and pan/tilt/zoom signals will be transmitted to the installation police station via a wireless system. The audio capability of the digital video recording system is mandatory at the police station to prevent liability issues (monitoring prisoners in detention cells and the processing of suspects). The contractor must be locally available for repairs/maintenance of this highly sophisticated system . The contractor must be a certified integrator of the Nice System Components. The contractor must be able to provide a maintenance and repair service plan that includes "same day response", "emergency after hours service 7 (seven) days per week" and repairs "within 48 (forty-eight) hours Monday thru Friday". The plan will include replacement parts and labor for equipment provided. In a court of law, the contractor must be able to show that the digital recordings are tempered proof and can show signs of evidence if the recordings have been tempered with. In accordance with clause FAR 52.212-2, evaluation factors shall be (1) Technical Capability, (2) past performance and (3) price evaluations factors. Contractor must be able to fully demonstrate the components, and provide references for past performance on installation of the NICE components. Offeror shall include a completed copy of the provision at FAR 52.212-3 Offeror Representations and Certifications-Commercial items with offer . The provisions of FAR 52.212-4, Contract Terms and Conditions-Commercial Items. FAR Clauses 52.212-1, FAR 52.217-8, FAR 52.217-9, FAR 52.232-18 , FAR 52.237-3 and DFARS 252.227-7015 shall apply to this acquisition .Offeror Shall submit an offer based on the following: 0001- Components, related equipment and materials necessary for the entire system and Warranty 0002 -- Installation service (labor) for the system in Item #0001. 0003 -- Freight of the components. 0004 -- Training of personnel on the system. 0005 -- One to five year maintenance agreement cost summary to commence upon expiration of warranty. The anticipated closing date is within 10 business days after the publication date in the Commerce Budiness Daily (CBD) in accordance with FAR Part 5.203(a)`(1). The Government will consider all quotes received by the due date. Only authorized dealers or re-sellers of NICE Systems, Inc, the manufacturer of the components shall be considered. All responsible sources shall provide substantial literature with their quote which shall be considered to identify their technical capability to include manufacturer's specifications, catalogs, and descriptive literature containing sufficient technical information which establishes bonafide technical capability to fulfill the stated requirement. THE GOVERNMENT WILL NOT ISSUE A WRITTEN REQUEST FOR QUOTE AS ALL ITEMS ARE CALLED OUT IN THIS CBD NOTICE.
