Description
NOTIFICATION OF CONTRACT ACTION (NOCA) for the Gulf Range Drone Control System (GRDCS). The Air Force Armament Center at Eglin AFB FL (AAC/PKZB) intends to issue a Request for Proposal (RFP) on or about 19 March 2001, with proposals due 23 April 2001. The government will award a contract resulting from this solicitation to the responsible offeror whose offer conforms to the solicitation requirements, is considered technically acceptable, and will provide the best value to the government considering price and past performance. Past Performance/Price Trade-Off Acquisition is planned (see AFFAR Sup 5315.101-1). The government is seeking proposals from companies with technical expertise to provide the 96th Communications Group (96th CG), Software Engineering and Systems Engineering Services, NAICS Code 541512 _ Computer Integrated Systems Design, to support the continuing enhancement and maintenance of the Gulf Range Drone Control System (GRDCS), the GRDCS Mobile Control System (GMCS), and the White Sands Missile Range Mobile Control System (WMCS). Implementation of the Global Positioning System into GRDCS and assistance in the development of the Multi-Service Target Control System (MSTCS) shall also be required. A one-year basic contract with four one-year options years beginning in FY01 is contemplated. GRDCS includes the command and control of up to four drone aircraft (currently BQM-34 series, QF-4, and MQM-107 series) during launch, single and formation flight recovery; and the tracking of four shooter aircraft, four missiles, and two other type aircraft. The tracking and control of all aircraft shall be done through ground stations or airborne relays. The GRDCS computer equipment is currently a network of IBM RISC 600 workstations with specialized interface to connect with Data Link subsystems for the ground and airborne stations. MSTCS is an evolutionary path for GRDCS. Assistance with MSTCS program, which includes requirement definitions through site testing, shall also be required. This support is estimated to require five Software Engineers and six System Engineers experienced in the hardware and software systems associated with GRDCS, The Eglin Real Time System, and GPS. More specifically, the contractor shall be required to design and develop, install, integrate, test, document, and maintain the system software for GRDCS; design and support GRDCS analysis software development and documentation with emphasis on drone control and distance measuring equipment (DME) navigation; evaluate additional needed hardware and software enhancements and define its integration into GRDCS; evaluate GPS requirements and define its integration into GRDCS; develop control algorithms for specific QF-4, BQM-34 series and MQM-107 series applications for GRDCS; define and implement improvements for all GRDCS drone simulations; develop and maintain control and simulation software for integration of future drones into GRDCS; assist in the development of MSTCS; and execute software development projects that fall under 96th CG_s Capability Maturity Model (CMM) by utilizing 96th CG standard software process. This is not a Request for Proposal (RFP) or an Invitation for Bid (IFB), and is not to be construed as any commitment by the government. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
