Description
This Modification contains supplemental information regarding required submission of Cost Area proposals using Proposal Pricing and Analysis System (PPAS) software. Release of formal RFP DAAE07-01-R-L003 will include a proposal submission instruction requiring that Cost Area Proposals be submitted using a commercial software product, from Mainstay Software Corporation (Mainstay), called PPAS. PPAS is a Commercial Off-the-Shelf (COTs) software product which currently has wide use within both Industry and the Government. Specifically, PPAS was developed utilizing an OLAF database which facilitates both (1) the submission of high quality Cost Area proposals in a structured format which is adaptable to offeror unique accounting systems, and (2) the efficient completion of thorough Cost Area proposal evaluation by the Government. RFP DAAE07-01-R-L003, when formally released, will require that Cost Area Proposals be submitted using PPAS. The RFP will also include instructions specifying that failure to submit Cost Area Proposals using PPAS will result in immediate rejection of the Proposal, in its entirety, by the Government. As a COTS product, prime offerors (and major subcontractors with subcontract proposals in excess of $5,000,000) will need to acquire rights from Mainstay to utilize the PPAS software. The price for licensing a copy of the PPAS software for this acquisition, unless rights have already been purchased, is $17,000 for the prime offeror. The price for PPAS Software for major subcontractors (as defined above, subcontract proposals in excess of $5,000,000 are considered "major") would vary based upon proposal complexity, but could range up to $17,000 as well. Subcontractors whose proposals are greater than $1M but less than $5M shall submit their cost proposal in accordance with Section L of the RFP and ARE NOT required to utilize the PPAS Software. Both the Government and Offerors will also require appropriate training in the use of the PPAS Software. The cost of PPAS training for two students is included in the cost of each contractor license.
