- Description
- Amendment 0001 to PRDA No. 01-20-OISLSAT. The Space Test Program (STP) amends the PRDA solicitation to: (1) Section B -- Requirements, Technical Description, Paragraph A. STP has a requirement to build ONE satellite. (2) The CERTO and CFE experiments are hereby deleted. (3) Order of importance of experiments are: OISL, MESA, WSSP, CITRIS and MEPSI. (4) Section D, Proposal Preparation Instructions. On March 16, 2001, a draft Mission Requirement Document (MRD) and Technical Requirements Document (TRD) will be provided for offerors on the SMC/TE website http://www.te.plk.af.mi./Contracts/Procurments.html. The TRD contains all program and technical requirements. The MRD is an appendix to the TRD and it contains all payload-driven requirements. Releasing the draft MRD and TRD will serve two purposes. First, the draft documents will give the Offeror's early insight into the requirements that are under development. Secondly, the Offeror's can provide questions and comments to the draft MRD and TRD. This will allow STP to clarify requirements in the final MRD and TRD. Offerors are requested to submit all MRD and TRD questions and comments electronically on or before March 23, 2001 to Eleni.M.Sims@aero.org. On March 30, 2001, final versions of the MRD and TRD will be posted on the SMC/TE website. The Offeror may modify, delete, and add requirements in the final MRD and TRD to reflect the requirements that are met by their proposal. All changes to the final TRD and MRD must be clearly marked, and the documents shall be modified using MS Word's "Tools-Track Changes-Highlight Changes" in the pull-down menu. The modified MRD and TRD documents shall be submitted with the proposal as a contractual document. (5) Under Proposal Preparation Instructions: C). Technical Approach, delete 2). Program Plan. Offerors proposals should address the following added areas under Technical Approach: System Block Diagram, Link Analysis, Integration and Test Flows, FOV Diagrams and Payload Pointing Discussion, Uplink and Downlink Protocols and data Rates, and Mass and Power Information per the chart provided on SMC/TE website, Dimensional Drawings of the Space Vehicle (to include major subsystems, deployed and stowed configurations, clearly-labeled axes, and CG in the stowed configuration), and Operations Concept (to include ACS/Power Modes, Launch and Early Orbit Operations, Normal Operations, and Mitigation of On-Orbit Risk). (6) The technical proposal is limited to 40 pages and number of proposals is changed to: 1 original (clearly marked) and 10 copies. (7) Section D. Proposal Preparation Instructions: E. Management Approach: Offerors technical proposals should address the following added areas: Team Structure, Milestone Schedule, Meetings and Reviews, and Discussion on Risk Management and Mitigation. (8) Offerors shall not propose other means of TT&C and data distribution. Offerors must be compliant with Air Force Satellite Control Network and Research, Development, Test and Development Support Complex. (9) Submission: Extend the proposal date to May 7, 2001, 1600 Mountain Standard Time. Offerors are requested to acknowledge receipt
