Description

The Health Resources and Services Administration (HRSA) proposes to negotiate a contract on a sole source basis with the Michigan State University, Institute of Managed Care, College of Human Medicine, D132 West Fee Hall, East Lansing, Michigan 48824, to conduct a demonstration project involving health plans and providers serving HRSA populations to assess the feasibility and potential value of a health care report card that provides performance and outcomes information about racial and ethnic disparities in health care. Michigan State University is uniquely qualified to perform this work because the personnel involved with this work are national leaders in the areas of quality of care and performance measures for health plans and health care delivery system; racial disparities in health care, risk adjustment models, and use of patient surveys for obtaining data on health care. In addition, this requirement will build upon an earlier study conducted by Michigan State University which resulted in proprietary data deemed essential to performing this contract. Based on the above, the Institute of Managed Care, Michigan State University, is the only responsible source capable of providing the required work and services as set forth in 41 U.S.C. 253(c)(1) -- only one responsible source. A Justification for Other than Full and Open Competition has been prepared by the Government.
