- Description
- The Pension Benefit Guaranty Corporation (PBGC) intends to award a sole source contract for services for technical support in the development, distribution and training for the major IOD Policy and Procedure manuals. Support requires business knowledge of trusteeship and pre-trusteeship processing, actuarial practices, and headquarters and field benefit administrator processes as well as demonstrated expertise in the NT and Novell 5 environment with Word 97; RoboHelp; IE5; MSHelp Workshop compiler; debugging compiler messages; creating; editing; graphics; footnote codes; and using and creating MSHelp macros, and the ability to format manuals for delivery on a variety of platforms: LAN, WAN, CD, and diskette. The work includes update and redesign of the templates, formats and interfaces of the IOD user manuals to reflect changes in business processes, user needs and technology. This task will require expertise with principles of online documentation design, HTML, optimizing graphics for the web, creating image maps, and administration. This task also will require the ability to port the content and features of the existing WinHelp files to a new platform from decompiled help files. Close contact with Manual managers and users must be maintained to develop realistic requirements for future needs. User needs will be addressed with necessary documentation of revisions made and release of updated manuals. In addition, the IOD Intranet portions will continue to be developed and maintained. Corporate direction has been set to do future development of web-enabled applications. Additional tasks will include but are not limited to, direct user support for production applications) and development and maintenance of system documentation. The period of performance will be from date of award through September 30, 2001 including option periods, if exercised, not to exceed a total contract life of three (3) years. Since the government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, no solicitation will be available through FedBizOpps.
