Description

NASA/GSFC plans to issue a Request for Offer (RFO)5-01651-106 for Library Services. NASA/GSFC plans to issue a RFO on a sole source basis to Sanad Support Technologies (SANAD), for a one (1) month extension with five (5) one-month option periods for a period not to exceed six (6) months to the existing Library Services Contract NAS5-96035 at NASA's GSFC located in Greenbelt, Maryland. The period of performance is to commence on May 1, 2001. Under the current contract, library services are provided to NASA GSFC at both its Greenbelt, Maryland and Wallops Island, Virginia locations. This extension will include the following services: Collection Building, Access Services, Information Navigation, and Library Information Systems Support. The cumulative knowledge and work experience SANAD gained during performance under the contract makes them uniquely qualified and capable of maintaining these critical services while the follow-on solicitation RFP5-51604-114 is being competed. SANAD fully supports several vital GSFC Library activities, such as maintenance of the library website and online catalog, links to electronic journals and books; circulation of library materials, InterLibrary Loan; receipt and shelving of new materials; reshelving of returned materials; maintenance of library equipment; tracking of library materials purchased; and responce to requests for information. SANAD possesses cumulative knowledge and work experience with complex GSFC electronic library systems such as InterLibrary Loan Internet Accessible Database (ILLIAD) and SIRSI's WebCat. In addition, SANAD's intimate knowledge of the operation of the GSFC Library implementation protocols and procedures makes them uniquely qualified to maintian this support. In addition, it is not feasible or cost efficient to train a new contractor for the short term of this extension. This procurement is authorized under (FAR) 6.302-1, 10 U.S.C. 2304(c)(1), only one responsible source. However, any interested sources may contact Maria McNamee, Contract Specialist, in writing at the address referenced above. All written responses are due by the date referenced under General Information/Response Date, or 15 days from the publication date of this synopsis, whichever is latest. Written responses may be faxed to 301-286-0247. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on the 15th day after the posting date. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit a proposal which shall be considered by the agency.
