Description
The National Park Service (NPS) requires a fair market value appraisal of a vacant privately owned tract (130-50, Reed) of land located in Tulare County and adjacent to Sequoia National Park at Dillonwood Grove. The purpose of the appraisal will be to estimate the fair market value of the fee interest in the subject 1,540 acre tract. The function of the appraisal will be to assist the NPS in negotiations to acquire the subject property. Five copies of the appraisal report are required. Delivery is required within 60 days of award of purchase order. The price range is $25,000 to $100,000. This procurement will result in a firm fixed-price contract. The North American Industry Classification code (NAICS) is 531320 and the annual size standard is $1.5 million. The procurement will be awarded to the responsible offeror whose offer represents the "best value" to the Government. The best value determination will be made on the basis of (1) quality and (2) price. The Government will assess the quality of each offeror on the basis of the following criteria, listed in descending order of relative importance: (1) The appraiser shall possess a current Real Estate Appraisal General Certification and listing as a Registered Professional Forester, both in the State of California; (2) Demonstrated satisfactory performance in preparing fair market value appraisals of properties which include merchantable timber, specifically old-growth timber; and (3) Demonstrated satisfactory performance preparing fair market appraisal in the Southern Sierra region. The Government considers an offeror's quality to be substantially more important than its price. Requests for the solicitation package shall be in writing stating Request for Quotation No. Q8074010016, with complete name, address, and area code and telephone number and facsimile number. Solicitation packages may be obtained from the Contracting Office or be requested by mail or by fax. The fax number is (415) 427-1328. Telephone requests for the solicitation will not be accepted. Mail solicitation requests to the National Park Service, Pacific Great Basin Support Office, Contracting Team, 600 Harrison Street, Suite 600, San Francisco, CA 94107-1372. A limited number of solicitation packages will be available on or about March 19, 2001 at no-charge and issued on a first-come-first-served basis.
