Description
Air University_s Communications and Information Directorate at Maxwell Air Force Base, AL is requesting industry information for a comprehensive Education Information Management System (EMS) solution. This is a Request for Information (RFI) ONLY. It is not a Request for Proposal (or solicitation) or an indication a contractual commitment will exist for this requirement. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS RFI OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this market research (Source Sought Synopsis) is to determine if a comprehensive EMS solution is commercially available. EMS, as used in this RFI, encompasses student administration, curriculum management, and resource management. To further enhance commercial industry_s understanding of this requirement key documents are publicly available at https://web2.maxwell.af.mil/au/sc/f/ems.html. However, these documents are for reference only and not to be taken as any indication of the government_s preferred solution. In addition, this agency will host an Industry Day on 3 April 2001 to initiate dialog between industry and our key end-users. Attendance is highly encouraged to foster effective partnering as well as increase industry_s understanding of the EMS requirement. For the government_s planning purposes, companies planning on attending Industry Day should notify the contracting POC as soon as possible. Firms responding to this RFI are asked to provide the following information in their initial response: (1) company_s full name, business size, address, and point of contact; (2) whether company will attend Industry Day; (3) suggested technical topics for the Industry Day; (4) brochures and prepared literature relevant to the EMS requirement, and (5) list of contract vehicles; e.g. GSA Schedule Contract; to facilitate any potential acquisition. Final responses to this RFI will be due on 30 April 2001 and should address areas such as envisioned architecture, transition plan from the current architecture, incremental or comprehensive implementation timeline, risk mitigation, and estimated cost. Responses will be reviewed and may result in further face-to-face discussions with the selected respondents. As industry may expect to see portions of submitted information in future solicitations, portions of the response containing proprietary information should be clearly marked as such. Information submitted will not be returned to the respective respondents. Small business concerns are encouraged to participate, but all interested parties should respond.
