- This is Amendment #5 to SPECIAL NOTICE #DPGP-01-01, Titled DAMAGE PREVENTION PROGRAM, for the United States Department of Transportation, Research and Special Programs Administration (RSPA), Office of Contracts and Procurement (DMA-30), 400 7th Street, SW, Room 7104, Washington, DC, 20590. Amendment #5 is hereby issued to provide additional information on regarding the Cost Sharing required on the subject program. PURPOSE: The purpose of the Damage Prevention (DP) Grant Program is to assist States prevent damage to underground utilities by adopting the best practices in the COMMON GROUND study report and by improving their one-call notification systems. USDOT RSPA administers the DP grants. STATE AGENCY'S LEADERSHIP ROLE: It is essential that the State agency be in control of the project's objectives, set policy and ensure that the Federal and required matching funds be used for approved purposes. The DP Grant Program guidance specifies that the grantee (Recipient Agency) must provide twenty percent (20%) of the total program cost through cash contribution or through the value of in-kind services from a non-Federal source. The Recipient agency must provide more than half of the State's share. Other agencies or organizations can provide support to make up the remainder of the State(Recipient Agency's) share. THIRD-PARTY SUPPORT: Other agencies or organizations can make matching contributions to help satisfy the State's non-Federal Share. Matching requirements ma be met in the form of cash or, properly valued, in-kind resources. State appropriations, as well as funds or other resources made available for the conduct of the project by other organizations, trade associations, or other project participants, may be used to satisfy the matching requirement. Funds from other Federal grants or programs cannot be used as the match for the DP Grant Program. REIMBURSEMENT AND ADVANCES: In general, RSPA will reimburse the grantee (Recipient Agency) for the Federal cost share. That is, the grantee will make authorized expenditures supporting the approved grant project, then present bills and supporting documentation to RSPA accompanied by a request for payment. In general, grantees may bill RSPA quarterly. RSPA recognizes that some grant projects may require funding to initiate their project. Therefore, RSPA will consider advancing an amount, not to exceed twenty percent (20%) of the project's Federal share, at the time of award. Any advance must be officially requested by the grantee when the grant is signed.
