Description
Furnish all plant, labor, equipment and materials and perform all work for excavating, installing insulation and geosynthetic fabric, regrading and for placing topsoil and seeding approximately 3,300 square feet of sloped area located behind and adjacent to the wingwalls at the south side approach to the Eisenhower Lock highway tunnel located near Massena, New York. The work is to commence on or about May 16, 2001 and is to be completed by August 1, 2001. Cost range is between $25,000. and $100,000. Bid opening is scheduled for Wednesday, May 2, 2001 at 2:00 PM. There is a Thirty ($30) Dollar non-refundable fee per set for plans, specs, and drawings. The bid package may be requested by mail and must be received no later than 15 days after Commerce Business Daily publication. No telephone requests. This will be a Firm-Fixed Price contract. This solicitation shall be issued in accordance with the _Small Business Competitiveness Demonstration Program_. All responsible sources may submit a bid which shall be considered by the Saint Lawrence Seaway Development Corporation. This notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises; The Department of Transportation (DOT) Office of Small and Disadvantaged Business Utilization (OSDBU), has programs to assist Minority, Women-Owned and Disadvantaged Business Enterprises to acquire short-term working capital and bonding assistance for Transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for Bid, Payment, and Performance Bonds up to $1.0 Million per contract. The DOT provides an 80% guaranty on the bond amount to a surety against losses. Loans are also available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.
