Description

The US Army Research Laboratory, Weapons and Materials Division, Aberdeen Proving Ground, MD 21005, plans to issue a Request for Quotation (RFQ) for the purchase of Services for the Fabrication of Bicast embedded ballistic test plates. Cast a Ti, 6Al04V (6 inch by 6 inch x 2.1 inch) with an embedded 4 inch by 4 inch by 0.5 inch SiC plate (supplied by ARL) and HIP (Hot Isostatic Press), 6 plates and for the performance of visual, dimensional and radiographic inspections of the six plates. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). ARL intends to solicit and negotiate with only one source under the authority of FAR 6.302 with Howmet Castings, Whitehall, MI. This source has proven to possess the necessary expertise, patents, facilities, technical skills, and capabilities to meet and accomplish the Government's requirements. Interested firms have 15 days from the publication of this synopsis to submit in writing via FAX 410-278-6522 to the identified point of contact, their qualifications/capabilities. Such qualifications/capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after the 15 days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government.
