- This is a combined Synopsis/ Solicitation for commercial services and is prepared in accordance with the format specified in FAR Subpart 12.6, as supplemented with the additional information contained in this notice. This announcement constitutes the only solicitation. Offers are being requested in response to this notice. A written Request for Quote will not be issued. RFQ No. DADA15-O1-T-0063, is for one full time individual to furnish non-personnel services of a Computer Programmer. Interested parties must propose a fully loaded hourly rate for the following Five (5) Line Items: 0001 for 800 hours (1 May 2001 -- 30 Sept 2001); 0002 for 1920 hours (1 Oct 2001 -- 30 Sep 2002); 0003 for 1920 hours (1 Oct 2002 -- 30 Sep 2003); 0004 for 1920 hours (1 Oct 2003 -- 30 Sep 2004); and 0005 for 1920 hours (1 Oct 2004 -- 30 Sep 2005). Beyond line item 0001, Line Items0002 through 0005 constitute Option Year Periods which the Government may exercise subject to the Availability of Funds in accordance with FAR clause 52.232-18. This award will be made on a best-value basis. Accordingly, award will be made to that responsible, technically acceptable offeror which represents the most advantageous "best-value" offer to the Government, the price of which may not necessarily be the lowest, but which is sufficiently more advantageous than the lower offeror so as to justify the payment of an additional amount. To be considered eligible for this award, offerors must propose an individual which meets the following minimum qualifications: 1. Possess a Bachelors Degree from a fully accredited College or University in Computer Science (or US equivalent degree , and 2. Possess an A+ certification or have an MCSE, and 3. Must possess an independent working knowledge and experience in the following 5 areas, each having particular concerns as listed: 4. Web Development includes programming in HTML, XML, Dreamweaver, Cold Fusion; MS IIS setup and related Web page and site development with database link and security experience; 5. Network and Related Management, Administration, and Operations Includes NT4 and 2000 Server and related LAN/WAN systems; NT Terminal Server with Citrix Metaframe; includes writing NT script/OS batch and other application scripts and support of remote services as asynch, RAS/VPN, etc. ; includes troubleshoot, Resolve, and Update Hardware, Software, Operating Systems Issues with servers such as Compaq Proliants using products as Compaq's Insight Manager to update firmware; Printer services especially Hewlett Packards & issue resolutions; Security methods & protocols(ISSO certified, firewalls, etc); Backup and Restore (full use of Veritas Backup Exec 8.5, RAIDS, disaster recovery, etc); 6. Client Operating Systems and Application Support -- includes operating systems (all MS Windows OS, DOS, Macintosh); database programming and administration (SQL Server or equivalent SQL base, Access and other ODBC compliant databases, and customize programming with VB, VBAs, and related tools for forms & reporting familiarity in a integrated or workflow environment and multimedia uses); poster making using CorelDraw, MS Publisher, and Adobe products, MS Office Professional Suite products, Outlook, Corel Pro Suite, and OCR/ICR scanning and slide imaging software; testing and cutover of developed templates & Systems; and Macintosh applications such as DAVE TCP/IP application; 7. Troubleshoot, Resolve, & Update Hardware, Software, Operating Systems Issues includes communication & technical skills for phone (helpline) and onsite desktop support to clients and to include use of Timbuktu Pro for remote issue resolution and ability to repair and upgrade hardware or firmware; use of Norton's Ghost technology and Install Shield setup for remote installs; use of desktops, laptops, PDAs, and related technologies; includes ability to physically move computer equipment around 8. Training and Teaching Clients -- includes preparing and teaching applications or automated techniques to clients and producing documents to do the same. Offerors which are found to meet the Government's minimum requirements specified above will have their technical proposals further evaluated for quality based on years of experience and quality. Accordingly, the following factors in their relative order of importance will be used to evaluate each remaining offeror. The Technical Factor is more important than Past Performance, and Past Performance is equal in importance with Price. The relative value of the evaluation factors and sub-factors are defined as follows: "More Important" -- This criterion is greater in value than the next criterion, but less than two (2) times greater; "Comparatively Equal" -- This criterion is approximately the same in value as another criterion, any difference is slight. The evaluation of past performance will not be numerically scored, but will be evaluated on the basis of the following standards: High Risk Equates to a low probability of success. Verification of past performance shows that offerors have consistently not met work schedules and other obligations, have defaulted on at least one contract within the past three years, or have chronically failed to meet contract terms. Medium Risk Equates to a reasonable expectation of success. Verification of past performance shows that offeror occasionally has not mer work schedules or other obligations. On occasion has been unable to provide requested services or met contract terms with only a few reported failures, and has not defaulted on any contract within the past three years. Low Risk Equates to a substantial probability of success. Verification of past performance shows that offeror consistently meets work schedules, provides specified services, meets contract terms without failure and has not been defaulted on any contracts. The technical factor will be evaluated on the basis of number of years & quality of experience because the Government requires an immediate ability to perform at the highest level. Accordingly, for each technical sub-factor identified, an offeror will be rated as follows: Excellent (5 or more years of experience); Good (3-5 years of experience); Fair (less than 3 years of experience). Similarly, the overall quality of an individuals experience in the areas described above will be evaluated as Excellent (a resume far exceeds minimum requirements and shows a thorough background in and understanding of the Government's requirement), Good: (pertinent information is sufficiently detailed and clear, but does not stand out); Fair: (pertinent information is lacking in detail, and is somewhat ambiguous). Offeror's evaluated on experience must therefore address the relevance of the work they will be performing for the department of Clinical Investigation. The quality sub-factor is more important than the "years of experience" sub-factor. Performance will be on-site at the Walter Reed Army Medical center and will begin on or about 1 April 2001. Hours of performance will be 7:45 AM to 4:30 PM Monday thru Friday which includes a non-paid 45 minute lunch period. This solicitation document incorporates provisions and clauses through FAC 97-20. Provisions & clauses applicable to this requirement are: FAR 52.212-1 Instruction to Offers- Commercial Items (OCT 1995); FAR 52.212-2 Evaluation-Commercial Items; FAR 52.212-3 Offeror Representations & Certifications -Commercial Items (JUN 199 6), offerors shall return a completed copy of this provision with their quote; FAR 52.212-4 Contract Terms & Conditions -- Commercial Items (AUG 1996); FAR 52.212-5 Contract Terms & Conditions required to implement Statutes or Executive Orders Commercial Items (AUG 1996). The following FAR clauses are also applicable to the resulting contract: 52.217-8 Option to Extend Services (NOV 1999), and 52.217-9 Option to Extend the Term of the Contract (MAR 2000). Offerors must also submit a record of recent (within the past 4-years) performance of efforts of similar scope & complexity; especially, of the particular person(s) being offered to fill position which includes that particular person(s)'s resume. At least 3 references must be furnished with names and phone numbers where past performance information can be obtained. Note that individuals proposed by an offeror must be the same individual who performs the contract. Any post-award substitutions must be approved by the Contracting Officer and if so approved the replacement individual must possess qualifications at least equal to the individual being replaced. The SIC Code applicable to this procurement is 7371, and the procurement will be a 100% set -aside for small business. Interested parties are invited to submit a written proposal addressing all the information specified herein. Note that the Government may award a contract on the basis of initial offers received without discussions.
