- Main Runway 22 Touchdown Replacement, Edwards Air Force Base, CA. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (HUBZone 8(a), 8(a), HUBZone small, and small businesses) relative to NAICS code 234990(size standard $27.5 million average annual receipts for preceding three fiscal years. Responses to this sources sought synopsis will be used by the government to make appropriate acquisition decisions for planned Fixed Price Contract -- see submittal requirements below. After review of the responses to this sources sought synopsis, and if the government still plans to proceed with the acquisition, a solicitation announcement will be published in the CBD. Responses to this sources sought synopsis are not adequate response to the solicitation announcement. Responses to this sources sought will not result in your firm's name being added to a plan holders list to receive a copy of the solicitation. There is no solicitation available at this time. All interested offerors will have to respond to the solicitation announcement in addition to, and separate from, responding to this sources sought synopsis. Interested parties must submit their qualifications and past experience with work of similar size (dollar magnitude) and nature. In addition, interested parties must document any "teaming arrangements" proposed to complete the work. Interested parties must submit a list of similar contracts performed (limit the list to a maximum of five (5) projects, performed within the last 5 years). The list must include contract numbers, client's name, client's point of contact with phone number and email address, description of the contract's work requirement, dollar size of the contract, specific description of the respondent's actual work involvement (state whether you were the prime or a subcontractor, what specifically you did, and how much money was your portion of the project). The Scope of Work for construction includes removal of existing Portland Cement Concrete(PCC) touchdown (19" thick PCC) and 12" of existing material. The existing touchdown to be removed is 1000' long by 300' wide PCC. It is anticipated to replace the removed pavement with new pavement section consisting of PCC, Rapid Drain Material, aggregate base course, and compacted subgrade. Included in the work is a bituminous paved asphalt shoulder on each side of the runway. Probable bituminous section is asphalt pavement, aggregate base course, and compacted subgrade. Existing runway edge lighting system is to be removed and replaced in new "concrete pads & cans" upon completion of paving work. An Optional Line Item may include PCC Disposal by crushing and disposal of the PCC on base. The estimated magnitude of the construction project is between $1,000,000.00 and $5,000,000.00. If an 8(a) or small business were to receive an award as prime contractor as a result of any future small business set-aside, or 8(a) Program, General Construction solicitation, the small business prime will be required to comply with FAR 52.219-14(b)(3) which states that "the concern will perform at least 15 percent of the cost of contract, not including the cost of materials, with its own employees." Provide evidence that on past contracts of a similar nature that your firm (as the prime contractor) was able to comply with this requirement. Business size status (HUBZone 8(a), 8(a), HUBZone Small, Small). Responses to this sources sought synopsis MUST include information as to the size and classification of the business responding relative to the NAICS Code 234110 and its $27.5 million dollar size standard. If 8(a), provide proof of SBA registration in the 8(a) program. If HUBZone, provide proof of SBA certification. This is not a solicitation announcement; this is a sources sought synopsis only. This notice is to assist the Sacramento District, Corps of Engineers in determining potential sources only. No solicitation is currently available. All firms responding to this sources sought notice are advised that their response to this notice is not a request to be considered for a contract award. If a solicitation is issued, it will be announced later in the CBD and all interested parties must respond to that solicitation announcement separately from the response to this sources sought synopsis.
