- Description
- The Defense Advanced Research Projects Agency (DARPA) intends to negotiate with New Mexico State University (NMSU), Las Cruces, NM, a Minority Institution, to construct a proof-of-concept demonstration system that combines web spidering, indexing, retrieval, and translation capabilities for Arabic language data. It will then use the system to conduct a series of experiments. DARPA believes that contracting without providing for full and open competition is justified in view of NMSU's submission of an unsolicited research proposal demonstrating a unique capability to develop this concept. Duration of this effort will be 4 months. All responsible sources may submit a proposal or capability statement which shall be considered by DARPA, subject to the following Numbered Notes: 5, 25, and 26.
