Description
In the October 1999, Public Health Assessment of neighborhoods = surrounding Kelly AFB, the Agency for Toxic Substance and Disease = Registry (ATSDR) identified concerns regarding the health of on-base = personnel. Through air modeling estimates of on-base locations, ATSDR = projected environmental exposures that may have resulted in increased = in health risks for some employees. Recommendations were made during = and after the Public Health Assessment to evaluate the health of = on-base personnel. Recently the South Texas Chapter of the Amyotrophic = Lateral Sclerosis Association (ALSA) provided a list of ALS cases with = a past Kelly AFB employment history. Kelly AFB elicited the support of = AFIERA/RSRH to evaluate the potential cluster of ALS. Concurrently, = the Air Force Material Command recognized the need for a health study = of past Kelly workers and directed the AFIERA to conduct an independent = and unbiased study concerning the health risks among past Kelly AFB = employees. Contractual support is needed to conduct a mortality study = comparing causes of death among a 20-year cohort of past Kelly AFB = federal civilian personnel to other military and civilian cohorts. =20 The contractor shall be required to develop a research protocol; obtain = data needed to identify individuals in each of the cohorts; = independently establish the vital status of the identified individuals; = and analyze collected data to determine cause-of-death and other death = related risk factors. Within six months after protocol approval by = Institutional Review Boards, the contractor shall complete the = mortality study and provide a technical report of the results obtained = from the mortality study. The technical report shall be in the form of = a ready-for-publication and peer review epidemiologic study document. = Current acquisition planning anticipates one Firm Fixed Price contract = award. The solicitation for this procurement will be released in its = entirety via the Internet.
