Description
The National Institute on Drug Abuse is soliciting proposals from qualified individuals or organizations having the capability to design, synthesize, and scale-up compounds which affect primarily dopaminergic systems and either substitute for cocaine, antagonize its effects, and/or prevent relapse. The project shall involve the synthesis of monoamine uptake inhibitors of one or more of the following types: selective dopamine uptake inhibitors; compounds which affect dopaminergic systems through the inhibition of dopamine and serotonin transporters; compounds of novel structures which show nonselective inhibition of dopamine, serotonin, and norepinephrine transporters; and, dopamine receptor modulators (partial agonists, full agonists, antagonists and functional cocaine antagonists). The project shall also provide for the scale-up production, and analog synthesis, of promising compounds. The major goal of this project is to provide NIDA with a resource of novel compounds, and compounds in sufficient quantities for testing, which have potential use in the treatment of cocaine abuse. It is anticipated that five (5) cost reimbursement, level of effort (term) type contracts will be awarded for a base period of two years, with the potential of three one-year options. Three of the five contracts will be set aside for small businesses under NAICS 325411. The contracts will be structured as performance based contracts. RFP No. N01DA-1-8815 will be available electronically on or about April 5, 2001, and may be accessed through the NIDA website at the following address: (URL: http://www.nida.nih.gov/RFP/RFPList.html ) Please note that the RFP for this acquisition will be streamlined to include only the Work Statement, Deliverables and Reporting Requirements, Special Requirements and Mandatory Qualifications, Technical Evaluation Criteria, and other necessary Proposal Preparation Instructions. All information required for the submission of an offer will be contained in or accessible through the electronic RFP package. Response to the RFP will be due on or about May 22, 2001. Any responsible offeror may submit a proposal which will be considered by the Government. This advertisement does not commit the Government to award a contract. See Notes 2 and 26.
