Description
The Fleet and Industrial Supply Center Norfolk Detachment Washington has a requirement to purchase a 24 tow, 7-axis, Fiber Placement System for the Government Owned Contractor Operated facility run by Alliant Missile Products Company. This requirement intends to be a sole-source procurement to Cincinnati Machine, 4701 Marburg Avenue, Cincinnati , OH 45209-1025. A Justification and Approval has been processed for this requirement. The Fiber Placement System will be utilized to precisely control and deliver 0.128-inch wide towpreg and/or slit tape of 5 to 17 mil thickness. The Fiber Placement System shall be capable of delivering from the chute a minimum coarse length of 4.5 inches long. This requirement shall be a Cincinnati Machine Model Viper FPS-3000 or equal capable of producing aerospace and ordnance components up to 52 feet long and 5 feet wide using twenty-four, 0.128 inch towpreg fibers, 17 mil thick. This requirement includes foundation and installation drawing, 17 mil cutters, 12 tow compaction roller conversion kit, installation, and transportation for item. In addition, this 24 tow, 7-axis, Fiber Placement System will have options to procure a 30 degree Fahrenheit creel cooler, floor covers, extended warranty, and foundation services. This requirement also has an option to procure a 12 tow, 7-axis, Fiber Placement System with data, foundation and installation drawings, 30 degree Fahrenheit creel cooler, foundation service, installation services, transportation, and extended warranty. The optional system shall be a Cincinnati Machine Model Viper FPS-1200 or equal capable of producing aerospace and ordnance components up to 27 feet long and 5 feet wide from twelve (12), 0.128 inch towpreg fibers, 17 mil thick. The optional fiber placement system will be utilized in the same manner as the 24 tow, 7-axis, Fiber Placement System. The optional Fiber Placement System shall also deliver from a chute at the same capacity as the 24 tow, 7-axis, Fiber Placement System. This option may be exercised at any time within 3 years after contract award. This is a commercial item and shall be procured under FAR Part 12 "Acquisition of Commercial Items." Delivery shall be F.O.B. Destination to Alliant Tech Systems in Rocket Center, WV not later than 10 months after contract award. Delivery of the optional 12 tow, 7-axis, Fiber Placement System, when exercised, shall proceed at the same schedule and pace as the 24 tow, 7 axis, Fiber Placement System. All technical documentation must be submitted in the English language. All interested parties must respond by 23 March 2001. To be considered, interested offerors must submit complete technical literature, by mail, describing their capability to comply with this requirement, as well as terms and conditions, and a complete price quote by the above deadline to Chiara Alsop at (202) 433-2137. No solicitation exists and requests for a copy of the solicitation will be ignored unless a solicitation is subsequently issued. All responses from responsible sources will be fully considered. Offerors must be registered with the Central Contractor Register (CCR) prior to award. The CCR website can be accessed at http://www.ccr.dlsc.dla.mil. Determination by the Government not to compete this proposed contract, based upon response to this notice, is solely within the discretion of the Government. The contract shall be firm fixed price (FFP). See Note 22.
