Description

The Environmental Protection Agency intends to negotiate a sole source procurement on or about March 27, 2001 with Rupprecht & Patashnick Co., Inc., under the authority of FAR 6.302-1 -- Only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is for the purchase of two(2) Series 8400 N Ambient Particulate Nitrate Monitors -- 120VAC continuous nitrate monitors. Based on EPA's need EPA to test and evaluate the technology of Rupprecht and Patashnick's continuous nitrate monitors to determine if the daily sampling requirements can be met by this instrumentation, no other supplies will satisfy agency requirements. No Request for Quotation is available and this notice of intent is not a request for competitive quotations. All responsible sources may respond by submitting a written narrative statement of capability within 15 days of this notice, to John Southerland, at the above address, for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to satisfy this requirement. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 15 days of this notice to determine that competition is feasible, a purchase order will be placed with Rupprecht & Patashnick Co., Inc.
