- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation DAAH01-01-Q-0016 is issued as a Request For Quotation (RFQ). This solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-23. The associated NAICS Code is 334515 and the small business size standard is 500. Contract Line Item Number (CLIN) 0001AA, Noun: Resistance Standard, Rosemont Model 162CE, NSN: 6625-01-278-4498, Quantity: 20 Each. Bar Code Marking is required. For all items to be delivered under the resultant contract, the contractor shall: Affix a tag or temporary decal to each instrument before shipping that identifies the warranty expiration date and contract number; and provide a list of instruments by contract number, serial number, and warranty expiration date to the U.S. Army Aviation and Missile Command, ATTN: AMSAM-DSA-TMDE-P, Redstone Arsenal, AL 35898. One manual shall be provided with each instrument. Required delivery is 120 days after contract award to the Defense Distribution Depot Red River, Texarkana, TX. Earlier delivery is acceptable at no additional cost to the Government upon mutual agreement between the contractor and the Government. Inspection and Acceptance shall be at Origin, FOB Destination. The following provisions are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors -- Commercial Items FAR 52.212-2, Evaluation -- Commercial Items. The following factors shall be used to evaluate offers: Technical Capability and Price. An evaluation shall be performed to determine if each proposal is technically acceptable. A technically acceptable proposal must clearly show that the offeror can meet the minimum requirements of the Government. Each proposal will be reviewed to assure that each function included in the specification is addressed in the proposal. Therefore, each offeror must respond to each functional requirement of the specification. Origin, with Differentials, Contractor Responsibilities The manufacturer's commercial warranty is required and the contractor shall provide a copy of the warranty with their proposal for incorporation into the resultant contract. Packaging shall be in accordance with best commercial practices. The closing date for submission of offers is 4:00 p.m. March 23, 2001.
