Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subparts 12.6 and 13.5, as supplemented with additional information in this notice. This announcement constitutes the only solicitation to be issued; proposals are being requested and no further written solicitation will be issued. The solicitation number for this Request for Proposal is DAHA30-01-T-1031, a request for proposal for Uninterruptible Power Supplies, and closes on 26 March 2001, 4:30 p.m. Eastern Standard Time. The solicitation document and incorporated provisions and clauses are those in effect through FAC 97-21. This procurement is set-aside for small business with an assigned NAICS Code of 44419 which signifies a small business size standard of 100 employees. The 174th Fighter Wing of the NYANG is solicitating Uninterruptible Power Supplies. All equipment and services will be acquired on a best value basis. All equipment will be purchased through a Firm-fixed Price type contract. The requirement is for two Universal Power Systems in accordance with the Statement of Work. Any contractor interested in submitting a proposal in response to this announcement, must submit the following to be considered for award: 1. Schedule of proposed equipment to include warranty and emergency response time. The schedule of prices should also include descriptive literature for equipment and warranty. It should be noted there that it is the contractor's responsibility to adequately document the equipment and service plan parameters to assure equitable treatment in the evaluation process. 2. Full disclosure of all add-on costs beyond the base cost of the equipment. It is the contractor's responsibility to identify, thoroughly define and to quantify (in terms of prices) all potential add-on costs. 3. Past Performance Information. Three references for similar efforts. 4. Designation for a single point of contact for trouble/problem calls with telephonic response time. 5. Completion and submission of representations and certifications found in FAR 52.212-3 and 252.212-7000. The provisions at FAR 52.212-1, 52.212-2, 52.212-3, 52.212-4, 52.212-5 apply to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items applies to this acquisition. The Government will make a best value determination based upon the following specific areas of consideration: (a) Range of equipment and service plans available to meet the Government's needs at the greatest value to the Government. (b) Cost considerations surrounding potential add on costs. Note: All add on costs must be adequately identified, defined and quantified in a separate document as the contractor will be limited to add on costs identified at proposal submission during contract performance. Price will not be a weighted factor in evaluation. The degree of importanc of price; however, will increase with the degree of equality of proposals in relation to other factors on which selection is to be based. 6. Contractor must be registered in the Central Contractor Registration (CCR) database. Registration may be done by accessing the CCR Web site at http://www.acq.osd.mil/ec. 7. Provide a single point of contact for warranty services. STATEMENT OF WORK EQUIPMENT SPECIFICATIONS, 1. (a) True on-line design with PWN sine wave output. (b) Input PFC with wide (90-132V) input range for longer batter life. (c) +/-3% voltage regulation. (d) Two speed cooling fan for quieter operation. (e) Automatic restart after extended outages. (f) Input and output noise suppression. (g) Emergency fail safe bypass for mission-critical reliability. (h) Maintenance isolation bypass switch and automatic emergency bypass. (i) Integral sealed, non-spillable user replaceable batteries with fuses. (j) Two-step battery recharge for longer battery life. (k) Automatic and manual battery test feature with push button and indicator. (l) Microprocessor-based control and monitoring. (m) LEO display of battery capacity, UPS % load, on battery, on bypass, and UPS fault condition. (n) RS232 port with DB25 connector for remote communications optins. (o) UL and c-UL Listed. (p) Qty (1) GXT96VLRT2UL External Battery Cabinet Model GXT96VLRT2UL Requires its own 5-15R outlet. (q) Services Include: One (1) UPS- 3 Year Extended Warranty covering Model GXT2000RT-120. 2. One (1) 30kVA 124kw Liebert Npower Three Phase Uniterruptible Power Supply, model 37SAO3OCCC6B or equal, with the following minimum features and characteristics: (a) AC Input voltage 208V (three-phase, four-wire plus ground), AC Bypass voltage 208V (three-phase, four-wire plus ground), AC Output voltage 208V (three-phase, four-wire plus ground). (b) Dual input, true on-line, double conversion. (c) Reverse transfer configuration. (d) Phase controlled rectifier/charger. (e) IGBT pulse-width modulated (PWM) inverter. (f) Automatic continuous duty static transfer switch. (g) Internal maintenance bypass switch. (h) DSP (Digital Signal Processing) Controls. (i) Microprocessor based monitoring and control panel with mimic bus. (j) LCD Graphic Display with Alarm History Database. (k) Programmable battery load testing for added reliability. (r) One (1) Liebert Battery Power Pack rated for 106 minutes at a 24kw load, model 37BPO3OXWJI BNL, with the following features: Battery Cabinet to include interconnecting cables to bolt to the Left side of the UPS module, Battery circuit breaker to isolate the battery during maintenance, valve regulated lead acid battery cells in flame retardant cases, the battery is to include a 1 Full and 4 Pro-rata warranty. 3. Liebert Distribution Cabinet, Model 37DU030C1C or equal, with the minimum following features: (a) Includes One (1) GE-Plug, 42-pole panelboards(s). (b) Includes interconnecting cables to bolt to the Right side of the system. 4. Startup scheduled at the Governments designated time. 5. Maintenance: The contractor will provide a warranty to include an emergency response time of a maximum of one hour. Maintenance service must be available 24 hours a day, Monday through Friday and from approximately 8 AM to 5 PM on holidays and weekends. Proposals in response to this announcement shall be submitted to the 174th Fighter Wing, NYANG, ATTN: 174th FW/LGC, Building 614, 6001 East Molloy Road, Syracuse, NY 13211-7099. All proposals must be received on or before 26 March 2001, 4:30 p.m. Any proposals received after 4:30 p.m. deadline will be determined late.
