Description
HUBZone sources are sought for a three year contract for development and production of a Second Skin for the MCU Series Chemical-Biological Mask. This requirement will be solicited as a 100% HUBZone Small Business set aside under the provisions of FAR 6.205(a) and the HUBZone Act of 1997 15 USC 631. Offers from concerns other than the above are not solicited. NSN and Part Number are to be determined. FOB is destination. The MCU-2/P and the MCU-2A/P are the primary C-B Protective Masks employed by the USAF and US Navy. The Hood for the MCU- Series Mask provides liquid C-B agent protection. When the JSLIST Over-garment is used with the MCU Series Mask, the hood will no longer be compatible. The Universal Second Skin for the MCU will provide C-B liquid-agent protection when the MCU is used with the JSLIST Over-Garment. The first year of the contract will be for design and development of the MCU Series Mask Second Skin and any required special tooling, preparation of a performance specification, and completion of test articles (production quality MCU Series Mask Second Skins). The second and third years will be for production of an estimated quantity of 1,087,312 MCU Series Mask Second Skins. First Article may be required prior to but not later than January 31, 2002. First year deliveries in the range of 200,000 Units are to begin May 2002. Second year deliveries are to begin April 2003 and be complete by September 2004. The contractor will be responsible for development of a design based on the MCU Series Mask, its face form, and an existing Universal Second Skin from the similar US Army 40 Series CB Mask system. The contractor will be responsible for any required Surgeon General approvals of molding compound formulations as the Second Skin may come into contact with the skin of individuals utilizing it. Due to the time required for such approvals the contractor must currently be in possession of a Surgeon General approved formulation to be capable of meeting the Government's required delivery schedule. The Government anticipates taking title to the design and data developed for this requirement, the Performance Specification, the tooling, and the molding compound formulation. A responding prospective contractor is required to submit summary, not to exceed two pages in length, by March 21, 2001 of their capabilities, including experience, similar current efforts, existing Surgeon General approvals, and SBA HUBZone certification.
