Description
Provide all materials (except those specifically identified as Coast Guard furnished), equipment, transportation and perform labor to remove one damaged 12 3/4" pile in Seldovia Bay approximately 10 nautical miles SW of Homer, Alaska. Drive one new 12 3/4" X 75' galvanized pile in same location. Fabricate and install galvanized metal ladder and install Coast Guard furnished platform and daymarkers. Construction shall be performed between May 1st and July 15th, 2001. Once on site, all work shall be completed within 7 calendar days. The estimated cost range for this project is between $25,000 and $100,000. See the solicitation for bonding requirements. This procurement is issued on an unrestricted basis pursuant to the Small Business Competitiveness Demonstration Program, public law 100-656, as implemented by the OFPP Policy Directive and Test Plan dated 8/31/89. This is NOT a small business set-aside. The North American Industrial Classification System (NAICS) Code is 234990 and the applicable Small Business size standard is $27.5 million dollars in annual receipts for the past three years. All responsible sources may submit a quote which shall be considered by the U. S. Coast Guard. Request for Quotation packages must be submitted and received by this office not later than 26 March 2001. For minority, Women-Owned and Disadvantaged Business Enterprises; The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization (OSDBU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short term contracts. This is applicable to any eligible prime or subcontractor at any tier. The DOT Bonding Assistance program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee of the bid bond amount to a surety against losses. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide for accounts receivable financing. The maximum line of credit is $500,000 dollars.
