Description
Sources sought for construction of a 140,140 gross square foot mixed occupancy laboratory and office facility for the National Marine Fisheries Service (NMFS) Southwest Region's Pacific Islands Area Office and the Southwest Fisheries Science Center's Honolulu Laboratory, on Government property located in Honolulu, Hawaii. The Acquisition Management Division, Western Administrative Support Center, NOAA, Seattle, WA., is conducting a market survey to identify small businesses with the capability to perform as the prime contractor for the construction of this facility. Specifications and drawings are currently being prepared by an architectural firm in Honolulu. The period of performance is expected to begin sometime in early 2002 and end approximately eighteen months later. A fixed price contract is anticipated. The two-step sealed bid contracting method is contemplated. In this process, a technical proposal is requested in step one, with all technically acceptable bidders invited to submit bids in step two. Award is made to the low priced, responsible, responsive bidder. At this time, the estimated cost of the project is greater than $25 million. The purpose of this announcement is to assist the contracting officer in determining the number of small business firms which might be capable of, and interested in, performing this work. Interested firms should provide, by 20 April 2001, a written statement of capabilities. In this statement, firms should indicate, if applicable, whether they are small disadvantaged, 8(a), women-owned, or hub-zone. Bonding capability, including the name and phone number of the bonding company, and total bonds outstanding, must be provided. A list of projects of similar size, type and complexity, including project name, date, dollar amount, and contact information for the owner's representative must be provided. Some general background material on the firm must also be provided. The background material should include information as to construction equipment owned, and some indication as to which types of work the firm would expect to do itself, and which types it would expect to be performed by subcontractors, for a project such as that described above. This is a request for information only. Applications for bid documents are not being accepted at this time. A pre-solicitation notice which will describe how bid documents may be ordered will be issued later. Firms interested only in subcontracting/supplier opportunities may also submit information, with an indication that they are only interested in such opportunities.
