Description
This is a request for quotation for commercial items. This is a combined synopsis/solicitation for commercial items in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additioal information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a solicitation package will not be issued. Solicitation Number DAHA45-01-Q-0004 is issued as a request for quotation, is a 100% small business set-aside and incorporates provisions and clauses in effect through Federal Acquisition Cirdular 97-20. The associated SIC is 7011 and the business size standard is $5.M. This will be an all or none firm-fixed price contract. The Washington Army National Guard is hosting a conference during the period 27-29 April 2001. This event is estimated to require five double occupancy rooms on 27 April and 50 double occupancy rooms on 28-29 April. Contractors must be able to meet the required lodging and meeting space to accommodate the conference participants. The guests will pay expenses (telephone charges, room service, etc) over and above the cost of the room. Quotes will only be accepted from facilities large enough to accommodate all lodging and functions pertaining to the conference. The conference facility and lodging must be housed in the same facility. The contractor's facility must be located in the Sea-Tac area or have free shuttle available. The conference room must be able to accommodate up to 200 people and must be set up with audio receptacles. The contractor shall provide four classrooms with audio set up on Saturday, 28 April 2001, and must be able to accommodate up to 40 guests. The contractor must be able to provide finger foods to accommodate 150 people on the evening of 27 April 2001, working breakfast to accommodate 150 people and awards luncheon to accommodate 200 people on 28 april 2001, and a working breakfast to accommodate 150 people on 29 April 2001. The contractor must indicate the cost of meals, to include tip & gratuity, and any additional expenses. Menus must be included in the contractors propsal. The Washington Army National Guard shall be provided an opportunity to inspect the facility prior to award. The conference facility and lodging must comply with the Hotel/Motel Fire Safety Act of 1990, 15 U.S.C. 2201 (PL 101-391) and must comply with the Americans with Disabilities Act, 42 U.S.C. Section 12101 et. (ADA). The facility must have one of the following quality ratings: First class or higher per the Official Hotel Guide, Three crowns or higher per the OAG Bsuiness Travel Planner, or Three diamonds or higher per AAA. All prices provided shall be fixed and shall be broken-down to reflect the price per room per night. Contractor must also indicate any of the requested services that will be waived. Interested parties should submit as a part of their quotation -- 1) informational literature on the facility and services offered, 2) confirmation of its overall quality rating, 3) past performance information, and 4) price. Evaulation of quotations; the Washington Army National Guard will use the following factors to evaluate quotations are: Technical capability, facility rating, its proximity to the Sea Tac area and its ability to accommodate the conference requirements during the required time frame, and the total price of the conference. Offerors must submit with their quotation, in accordance with FAR 52.212-3, a signed offeror representations and certificates -- Commercial Items, the following FAR provisions are applicable: 52.212-1, Instructions to Offerors -- Commercial, 52.212-2, Evaluation -- Commercial Items, and 52.212-5, contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items. Any amendments to this solicitation will be provided to all contractors expressing an interest for this acquisition. Quotations are due at the following address by 3:00 PM, local time, on 15 March 2001.
