Description
The U.S. Embassy, Bogota, Colombia has a requirement for a personal services contract (PSC) to coordinate multiple interrelated programs in support of Plan Colombia counternarcotics efforts in southern Colombia supported by U.S. Department of State, Bureau for International Narcotics and Law Enforcement foreign assistance funds. STATEMENT OF WORK: Under the direction of the Narcotics Affairs Section (NAS), U.S. Embassy Bogota, the PSC (a) Serves as the principal advisor on the implementation of USG-funded projects under Plan Colombia in the Department of Putumayo, coordinating with appropriate agencies of the Government of Colombia (GOC) as required. The projects to be coordinated are: aerial eradication, displaced persons, social infrastructure projects and justice section reform projects. The PSC will coordinate appropriate security for all projects and work with NAS, U.S. Agency for International Development (AID) and the U.S. Military Group as well as with other sections within the Embassy. The PSC will be required to coordinate on the above subjects with the GOC Coordinator for Putumayo, the Governor of Putumayo and the various city mayors in the Putumayo region. The PSC will develop contacts to further the various projects with the Colombian Alternative Development Agency, the Colombian National Police, the Joint Task Force South, other Colombian military units in Putumayo as well as non-governmental organizations. (b) Assists the NAS in analyzing and evaluating the planning, design and implementation of the various projects listed above to include close coordination with AID for the implementation of alternative development projects. Provides advise on a broad range of issues and makes recommendations for long and/or short-range plans and approaches to the GOC and other country officials concerning program and policy developments. (c)Ensures that USG-provided commodities are effectively utilized and that there is no fraud, waste, or mismanagement in the program through continuous oversight responsibility and end-use monitoring in the operational area. (d) Continuously evaluates and advises the NAS and other USG agencies on the performance of Colombian agencies operating in conjunction with USG assets and resources in order to recommend and/or provide training as needed. (e) Assists the NAS in project budget preparation and program planning. Defines and makes recommendations on commodity procurement requirements and preparation of related project documentation. Provides advice and coordination in matters pertaining to commodity maintenance and field support. (f) Conducts field surveys, evaluations and special studies. Prepares periodic reports on the status of program activities and reports on significant program developments. (g) Briefs State Department, Congressional and other visiting officials on the status of the USG-GOC Plan Colombia project. Assists in developing appropriate itineraries and in escorting official travelers, as directed. The PSC shall reside in Bogota, Colombia with approximately 50% of his/her time traveling and working Putumayo, as security permits. MINIMUM QUALIFICATIONS: (a) U.S. citizen, eligible for a State Department security clearance. (b) Bachelor's Degree from an accredited institution or equivalent (i.e., Associates degree with five years related experience, or ten years related experiene in the military, law enforcement, international development, international affairs, or public administration). Master's Degree highly desired. (c) Typing and basic computer skills needed to use information technology and management systems. Computer skills should include word processing and spreadsheet applications. (d) Spanish language ability at the Foreign Service Institute Level R3/S3 or the Defense Language Proficiency Test level 3/3 is required. (e) Relevant experience in Latin America in managing social infrastructure and alternative economic development projects. Training of foreign nationals in the counternarcotics and counter-insurgency programs highly desirable. (f) Experience in managing/planning logistics of forward operations and field medical operations is highly desirable. Ability to coordinate with host country civilian, police and military officials. (g) Knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program operations and objectives of the USG. Experience in program management, resource management, reporting and analysis. (h) Knowledge of the political, economic and military environment of Colombia as well as knowledge of programs, organizations and operations of USG elements involved in the counternarcotics programs in Colombia. (i) Skill in oral and written communications to prepare and present analyses, recommendations and solutions. (j) Must be physically qualified to live overseas and willing to engage in in-country travel to remote locations. The work is both physical and sedentary in nature and involves activity both at the U.S. Embassy and at forward operating locations. EVALUATION CRITERIA: (a) Offeror's knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program operations and objectives of the USG. Experience in program management, resource management, reporting and analysis. (b) Offeror's knowledge of the political, economic and military environment of Colombia as well as knowledge of programs, organization and operations of USG elements involved in the counternarcotics programs in Colombia. (c) Offeror's relevant experience in Latin America in managing social infrastructure and alternative economic development projects and ability to coordinate with host country civilian, police and military officials. (d) Past performance evaluation of offeror's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the offeror or obtained from other sources.
