Description

The Health Resources & Services Administration (HRSA)/HIV/AIDS Bureau (HAB), is soliciting quotations from responsible organizations or individuals with the capability to provide contract services to HAB. This solicitation is offered in accordance with Federal Acquisition Regulations (FAR), Part 13. The Contractor selected will: (1) conduct a literature search concerning international immigration from East European and former Soviet Union countries to the United States to determine the magnitude of immigration to the US from these countries, and to determine the demographic characteristics, migration patterns, and sites of accumulation of immigrants from these countries and write a report on what is known about access to, utilization of, and barriers to oral health care services by persons living with HIV disease (in dental programs in general, not just Ryan White CARE Act programs), (2) Develop a survey instrument/questionnaire designed to (2a) identify the extent of the problem and the issues around the problem of people from eastern European countries; (2b) determine the availability of HIV related services and culturally appropriate HIV related services available to people from eastern European countries; (2c) identify organizations and individuals knowledge about the issues surrounding HIV positive people from eastern European countries and who are knowledgeable about the provision of culturally sensitive services to this population, and (2d) identify the types of technical assistance required by providers of HIV related services to eastern European populations, and identify organizations and individuals who are able to provide required technical assistance. It is anticipated that a purchase order will result from this solicitation with a period of performance is six months after receipt of order. Solicitations will be issued on or about March 22, 2001.
