- R -- Provide a Networked, Integrated Multi-Media Equipment System for the Federal Executive Institute The U.S. Office of Personnel Management (OPM) intends to issue solicitation OPM-RFP-01-0010 to obtain a networked, integrated multi-media equipment system to be installed in The Federal Executive Institute's classrooms. The system classroom components will be linked through a local area network and will be capable of displaying a variety of audio, video and computer graphic images both originating in classrooms and delivered through FEI's local area network servers. The integrated system will be capable of running virtual training, desktop teleconferencing and web based training programs between rooms locally and with distant locations. Eleven rooms will require equipment installations and or modifications and up-grades. The successful offeror will be required to obtain the required components and perform the integration and networking necessary to assure that the system works properly. The contractor is not required to provide computers or LAN connections for this system. The successful offeror will be required to perform installation in coordination with events scheduled for these rooms which are in use over ninety percent of the time. Therefore, most of the work will require the contractor to work on weekends and/or after normal operating hours. Room schedules will be made available to the successful offeror to assist in installation planning. An FEI representative will be available to provide access to the rooms on weekends and evenings if needed. The system will provide multi-media hardware installed in eleven classrooms. Some of the rooms have existing installations that will require only minor up-grades. Many of the rooms now have no permanent equipment installed. A detailed list of the classrooms with names, dimensions, equipment required and equipment currently installed will be provided. We will also provide a detailed list of examples of acceptable equipment by room with components together with a compiled list of the major components required with examples of acceptable components. The largest room will require replacing a wireless remote control with advanced features. The smaller rooms will require manual control through an RGB projector control switcher. This switcher must be capable of interfacing with a wireless controller for possible future up-grades. All rooms must be provisioned with the equipment listed below.  Audio/Video/RGB/VGA switcher to select inputs to a visual display projector or monitor  LCD projector or plasma display monitor.  Audio Mixer and Amplifier with high fidelity speakers for sound re-enforcement.  S-VHS videocassette recorder/player/TV tuner  Audio cassette and CD ROM player  DVD video Player A turn-key system shall be provided by the offeror. OPM will require that offerors provide:  Line item pricing of all equipment.  Identification and GSA schedule pricing where applicable.  One-year parts and labor warranty by offeror for systems and all components.  On-site service of reported failure with loaner equipment provided as necessary at no additional charge within 48 hours.  Details of manufacturer warranty for all system components.  Complete wiring diagrams & labeling of all cables, connectors and panels.  Representative drawings for all cabinetry including elevation drawings showing equipment locations.  Operational instruction manuals shall be provided for each classroom. Offeror must be an authorized servicing dealer of the major components of the proposed system. Included in the contract will be an option for a continuing maintenance contract in out years two through five. A pre-proposal conference will be held at a time and place to be specified in the solicitation. Immediately following the conference prospective offerors shall have the opportunity to inspect the rooms and perform site surveys. This acquisition is being handled as a total small business set-aside. The North American Industry Classification System (NAICS) number is 541990. The definition of a small business for this procurement is a firm that has had $5 million dollars or less in average annual receipts over the company's prior three fiscal years. OPM will award a firm, fixed price contract for this effort. The solicitation is scheduled for release electronically on or about March 29, 2001, with proposals due approximately thirty days thereafter. No hard copies of the solicitation will be mailed.
