Description
The Bureau of Prisons (BOP) intends to make a single award to a responsible entity for the provision of Comprehensive Medical Services as set forth in the solicitation for services at the United States Medical Center for Federal Prisoners in Springfield, Missouri (hereinafter referred to as the USMCFP). The provision of services shall be accomplished within a 100-mile radius of the USMCFP. The USMCFP is located at 1900 West Sunshine Springfield, Missouri. The United States Medical Center, Springfield, Missouri is one of seven Federal Medical Centers operated by the Bureau of Prisons. Officially designated as an administrative facility, Springfield has a population of approximately 1,200 inmates of diverse nationalities and operates 587 beds. Of the 1,200 inmates, approximately one-third are healthy males who provide administrative support for the institution, and hospital operations. Another third of the inmates are undergoing mental health treatment or evaluation. An estimated 400-450 inmates are patients at the hospital receiving medical or surgical services. Approximately 120 patients are currently on dialysis. This number is expected to increase by 50% to approximately 180 within two years. In addition to the above, the medical center may provide services that are reimbursable by other federal agencies. When a medical need arises which cannot be provided by medical staff within prison walls by Bureau staff, referrals are then made to community-based providers. It is the goal of this solicitation to establish a contractual agreement that will provide necessary physician and facility services for both inpatient admissions and outpatient encounters. Based on past requirements the estimated maximum total dollar amount of services required is estimated between 30 to 36 million dollars, or 6 to 7 million per year. This amount is estimated and not guaranteed. The BOP intends to award a Indefinite-Delivery Requirements contract with a 12 month Base period and 4 12-month option periods. Based on previous Inpatient/Outpatient use the BOP estimated the following amount of Inpatient/Outpatient Services for each period. Base Year -- Date of Award (DOA) through 12 months from DOA; 475 Inpatient Days, 1100 Outpatient Visits: Option Year 1 -- 13 months through 24 months from DOA; 480 Inpatient Days, 1115 Outpatient Visits; Option Year 2 -- 25 months through 36 months from DOA; 485 Inpatient Days, 1125 Outpatient Visits; Option Year 3 -- 37 months through 48 months from DOA; 495 Inpatient Days, 1150 Outpatient Visits; Option Year 4 -- 49 months through 60 months from DOA; 500 Inpatient Days, Outpatient: 1175 Outpatient Visits. In addition to providing the above services, the contract will provide Physicians to conduct services inside the institution on an indefinite delivery type service with arrangement to be made by the institution and contractor. The following in the specialty and the amount of usage estimated; Anesthesiologist: 48 sessions per month, Cardiologist: 2 sessions per month; Dermatologist: 3 sessions per contract period; Endocrinologist: 1 session per contract period; Gastroenterologist: 6 sessions per month; General Surgeon: 20 sessions per month; Hematologist : 1 session per month; Infectious Disease: 2 sessions per month; Internal Medicine: 1 session per contract period; Nephrologist:60 sessions per month; Neurologist:12 sessions per month; Oncologist: 5 sessions per month; Ophthalmologist: 14 sessions per month; Oral Surgeon: 2 sessions per month; Orthopedist: 16 sessions per month; Otolaryngologist: 5 session per month; Pathologist: 1 session per month; Plastic Surgeon: 10 sessions per month; Podiatrist: 2 sessions per contract period; Pulmonary Medicine: 2 sessions per month; Radiologist:24 sessions per month; Rheumatologist: 1 session per contract period; Urologist: 6 sessions per contract period. The amounts for institution based physicians services should remain fairly stable for each contract period. Penal Institution, security requirement apply.
