Description

This is a sources sought synopsis to help identify potential small business contractors that have the capability and financial resources to accomplish the following requirements. The contractor will be required to provide resources and management necessary to perform the Directorate of Information Management (DOIM) support services at the National Training Center, Fort Irwin, California, with services required on a continuing annual basis. Fort Irwin is located approximately 40 miles northwest of Barstow, CA in the Mojave Desert. This is an A-76 Commercial Activities study, with award of a contract contingent on the outcome of an A-76 cost comparison. The major functional areas included in the work to be performed under the Performance Work Statement include Information Management, Information Operations and Information Support Services. Work includes providing Command, Control, Communications and Computer (C4) support, data processing and automation networking, telecommunications support and administrative services. The contractor shall operate a number of standard and non-standard, local unique, and proponent agency management information systems. A portion of the work to be performed is in known hazardous areas and in areas where live ammunition (e.g., bombs and ammunition rounds) is being loaded. The Government intends to award a cost plus award fee with incentive provision contract. The estimated contract value (base year plus four option years) is expected to be approximately $14M. The FSC or Service Code is D301, ADP Facility Operation & Maintenance Services, and the North American Industry Classification System (NAICS) Code is 541513, Computer Facilities Management Services (SIC 7376). THE GOVERNMENT IS INTERESTED IN DETERMINING MARKET AVAILABILITY FOR SMALL BUSINESS CONCERNS WITH THE PERFORMANCE AND FINANCIAL CAPABILITY TO HANDLE THE REQUIREMENT. INFORMATION IN THIS SYNOPSIS IS FOR PLANNING PURPOSES ONLY. IT DOES NOT CONSTITUTE AN INVITATION FOR BID OR A REQUEST FOR PROPOSAL, NOR IS IT CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. A MARKET SURVEY HAS BEEN DEVELOPED BY FORT IRWIN TO DETERMINE THE CAPABILITY AND FINANCIAL RESOURCES TO SUCCESSFULLY PROVIDE THE REQUIRED AUTOMATIC DATA PROCESSING & TELECOMMUNICATIONS SERVICES. THE SET-ASIDE STATUS IS STILL TO BE DETERMINED.
