Description

Indefinite Delivery Contract for A/E services for conducting multimedia environmental audits and other environmental compliance studies, surveys, and investigations of U.S. Coast Guard (CG) facilities in the Pacific Area of operation. 90% of the work will be accomplished in the Pacific Northwest, Alaska, and California. Task orders will primarily involve execution of the CG_s Environmental Compliance Evaluation (ECE) program which involves accomplishment of multimedia environmental audits of CG facilities. Task orders may also involve other compliance activities including preparation of CERCLA documentation and studies including preliminary assessments, site investigations with limited field sampling, risk assessments, pollution prevention opportunity assessments, preparation of environmental plans, environmental information management, conducting environmental education for CG personnel, and other studies related to environmental compliance. The contract will have a five year potential (one year and four option years). The contract will have a potential value of $500,000 for each year. Individual contract task orders will not exceed $350,000. Firms desiring consideration must submit SF254 for themselves as well as all proposed consultants and a SF255. Submittals must be received in this office no later than 4:30 PM, 30 days after the date of this publication in the Commerce Business Daily or 11 April 2001, whichever is later. Evaluation criteria in descending order of importance are (1) Professional qualifications of project members as senior level multimedia compliance evaluators with knowledge of environmental laws and regulations applicable to Coast Guard facilities in the Pacific Area of operation (2) Specialized experience of the firm in conducting environmental compliance audits with Team Guide protocols at comparable facilities in the geographical work area noted above (3) Specialized experience by the firm in conducting site assessments, CERCLA investigations, storage tank investigations, environmental documentation, and other related environmental engineering studies (4) Past record of performance by the firm and team members in performing multimedia compliance audits using Team Guide protocol at comparable facilities to the CG emphasizing quality of the work, conformance to schedule, and cost control (Provide specific examples as well as three or more references) (5) In-house capability of the firm to provide qualified personnel including required environmental specialists specific to this announcement, database management, CADD capability, and office support services. (6) Proximity of the firms project management team to CG project management at Coast Guard Island, Alameda, CA and knowledge of the Pacific Area of operation with emphasis on Alaska, California, and the Pacific Northwest.
