- NASA/GSFC plans to issue a Request for Proposal (RFP)on a noncompetitive basis in accordance with 10 U.S.C. 2304(c)(1)-"Only One Responsibe Source", to E S Action, Inc., POB 11, Wallops Island, VA 23337, for six one-month options beginning May 1, 2001 through October 31, 2001, under contract NAS5-32295. This proposed ground maintenance support is necessary for continued grounds maintenance services at GSFC, Wallops Flight Facility. The current grounds maintenance services contract is scheduled to expire on April 30, 2001. Grounds Maintenance services will be included in the Wallops Institutional Consolidated Contract (WICC). This proposed extension will allow for completion of this follow-on requirement that is included in the WICC. Competition of this contract is not possible due to the short duration of the service period. Award of this extension to other than the incumbent would likely result in disruption of services. Continued services with the incumbent contractor are considered necessary for orderly and effective grounds maintenance services. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. See Note 22. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on March 29, 2001. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. An Ombudsman has been appointed. See NASA Specific Note "B". All qualified responsible sources may submit an offer which shall be considered by the agency.
