- RAW EXHAUST EMISSIONS ANALYTICAL SYSTEM This CBD synopsis is being provided to publish a requirement for the National Vehicle and Fuels Emissions Laboratory (NVFEL) of the Environmental Protection Agency (EPA) in Ann Arbor, Michigan which is seeking experienced vendors who can provide a raw exhaust emissions analytical system to conduct engine exhaust emission tests that will be utilized on a continuous undilute basis. The Agency shall use this analytical system to evaluate regulated emissions from engines operating in a variety of ambient conditions and on a variety of fuels including those currently considered as "alternative." Compression ignition (CI), hot surface ignition (HSI) and spark ignition (SI) engines shall be tested. The contractor shall be responsible for delivering a working system capable of the measurement of emissions from engines in accordance with the standards and regulations (alternative fueled vehicle emissions) published in the Federal Register -- CFR Title 40, Part 86, Subparts D, N, and I and the specifications detailed in the Statement of Work to be issued in the forthcoming solicitation. A Written solicitation PR-CI-01-11871 is anticipated to be issued following 7 days from the issuance of this notice. It is anticipated the solicitation will be issued as a request for proposals (RFP) and will be issued under full and open competitive conditions. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive quotations. A determination by the Government not to compete this acquisition is solely within the discretion of the Government.
