- OR FS ERFO 97-19(3), PROSPECT AREA ROADS, Rogue River National Forest, Jackson and Douglas counties, Oregon. This project consists of intermittent roadway repairs at 16 sites, including excavation, grading, base, riprap embankment, and 2 fish passage culverts. Initial Notice posted to CBDNet on February 13, 2001, and printed issued date February 16, 2001 (Printed CBDNet). BY ISSUE OF THIS MODIFICATION WE ANNOUNCE THIS SOLICITATION WILL BE ON AN UNRESTRICTED BASIS (FULL AND OPEN COMPETITION). Presolicitation notices are being sent out concurrently with this notice. Project includes: construction survey & staking; contractor sampling & testing; construction schedules; clearing & grubbing; 400 m silt fence; 200 ea sandbags; 11 ea removal of culverts; 9,050 cu m excavation & embankment; 2,700 sq m earthwork geotextiles; 3,500 cu m unclassified and rock borrow; 4,650 cu m riprap; 400 sq m geogrid reinforced earth fill; 1,500 t minor crushed aggregate; 150 m culverts; 51 m structural plate pipe; 130 m underdrains; 32 slry units seeding & mulching; 200 cu m grouting; and other smaller items of work. Project is located approximately 100 kilometers NE of Medford, Oregon. Work shall be completed by August 1, 2001. Estimated price range is between $500,000 to $1,000,000. The following applies only to Minority, Women-Owned, and Disadvantaged Business Enterprises (DBEs): The Department of Transportation (DOT), offers working capital financing and bonding assistance for transportation-related contracts. DOT's Bonding Assistance Program (BAP) offers bid, performance and payment bonds on contracts up to $1,000,000. DOT's Short-Term Lending Program (STLP) offers lines of credit to finance accounts receivable. Maximum line of credit is $500,000 with interest at prime rate.
