Description
It is the intent of the Government to obtain a quality Bachelor Enlisted Quarters (BEQ) facility at Marine Corps Air Ground Combat Center, Twentynine Palms, California. The proposed new facility shall include 192 separate living quarters to house approximately 384 Marines. The facility shall provide suitable long-term shelter and satisfy indicated design intent. The work shall include all architectural and engineering design based specifically on drawings provided as a part of the RFP, site demolition and construction of a complete and useable BEQ facility including site utilities, building systems, equipment, finishes, fixtures, site improvements, and off-site work as described herein. The facility will be restricted to use by able-bodied personnel assigned to the Command. Accessibility necessary for this facility by handicapped persons is limited to site entry/exit points, building entry/exit points and shall comply with the requirements of the Americans with Disabilities Act (ADA) and the Uniform Federal Accessibility Standards (UFAS). Where requirements conflict, the more stringent requirement shall apply. Also included in the work is soils investigation, site grading, development of the entire site (including landscaping, walkways, and recreation amenities) and utilities systems. The work will be accomplished under the "Fast Track" Design/Build process by a qualified offeror, based on technical and price competition. The contract is to be awarded to the responsible offeror who submits the design/construction proposal considered to be the most advantageous in terms of proposed schedule technical design, and price (within the funds available at the time of award). In order to properly determine the best value to the Government, the source selection process is required as the appropriate method of acquisition. The estimated cost of design and construction is over $10 million. The cost limitation of this project will be issued with the RFP. Firm Fixed Price Contract. Contract Duration 425 days. The North American Industry Classification System (NAICS) code for this project is 233220 (SIC -- 1522) the annual size standard is $27.5 million, It is recommended that the subcontracting goals reflect a minimum of Small business -- 65%, Woman owned samll bus. -- 5%, HUB Zone 2%, Service Disabled Veteran owned -- 3%, Disadvantaged 8(a) -- 12%, HUCU/MI/TUC -- 5%. Large Business shall submit a subcontracting plan prior to award of the contract. After issue date, the RFP will be downloadable from the web site listed below.
