- Description
- FISC Norfolk Det. Phila., intends to solicit, on a full and open competitive basis, for the Naval Education and Training Professional Development and Technology Center (NETPDTC), Pensacola, FL, educational services for the U.S. Navy's Navy College Program Afloat (NCP AFLOAT). These services include but are not limited to the provision of academic skills, college, and post graduate college courses. These courses shall be delivered to Sailors on board ships through a variety of delivery systems: instructors, internet and video teleconferencing, computer interactive video, and CD ROM. In addition to overall program management, the contractor shall provide academic counseling, educational advisory services, and equipment support. The contractor shall also provide automated reporting capabilities, including report design and adhoc query capabilities to ensure that registration, enrollment, and other related data can be generated. The contractor shall provide all technology components (computers, servers, software, plug-ins) necessary to fulfill the distance learning requirements of the contract. The contractor is expected to expand the program through marketing efforts. On-Site Management shall be required at fleet concentration areas (Norfolk, Mayport/Jacksonville, Pearl Harbor, San Diego, Everett, and Yokosuka). A fixed priced, Indefinite Delivery, Indefinite Quantity type contract is anticipated, with separate Contract Line Items for overall program management, academic skills, tutoring/mentoring, and the provision of college and post graduate courses. Task orders shall be issued by the Ordering Officer at NETPDTC Pensacola for the delivery of courses; college and post graduate courses shall be furnished from a catalog consisting of SOCNAV participating institutions. Use of Incentive provisions is anticipated. A one year contract (base year), with four, one year options is anticipated. Contract performance shall commence on or about 1 July 2001. FISC Det. Phila. will issue a draft solicitation in order to elicit industry questions concerning the requirement. This draft solicitation will be posted at http://www.neco.navy.mil, for a period of two weeks, during which period industry comments and questions are invited. Subsequent to this period, the formal RFP shall be issued, approximately the end of March 2001. The formal RFP shall require the submission of technical and cost proposals, and will be made available at the same web site as cited above. It is the Navy's intention to make this solicitation available only electronically at the www.neco.navy.mil site. The applicable NAICSW code is 611310. All responsible sources may submit a proposal which shall be considered by FISC Det. Phila.
