Description
The United States Environmental Protection Agency's Office of Acquisition Management (OAM) will issue a solicitation supporting the Office of Solid Waste and Emergency Response(OSWER), Outreach and Special Projects Staff (OSPS). OSPS serves as the focal point in the management and implementation of the response portion of the Brownfields Program. OSPS's mission is supported by numerous offices throughout the Agency (e.g., Office of General Counsel and Office of Enforcement and Compliance Assurance). OSPS expects this contract to serve other outside offices (e.g., Federal Facilities Restoration and Reuse Office). OSWER plays a vital role in the Brownfields Initiative under the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA) (42 U.S.C. 9601 et seq.), enacted on December 11, 1980, and amended by the Superfund Amendments and Reauthorization Act of 1986 (SARA). The Brownfields Initiative is designed to empower States, cities, Tribes, communities, and other stakeholders in economic redevelopment to work together in a timely manner to prevent, assess, safely clean up, and sustainably reuse brownfields. Brownfields are abandoned, idled, or under-used industrial and commercial facilities where expansion or redevelopment is complicated by real or perceived environmental contamination. Brownfields properties are generally not traditional Superfund sites as they are not highly contaminated and present lesser health risks. The purpose of the program is as follows: (1) Provide grants for Brownfields pilot rojects;(2)Clarification of liability, cleanup and redevelopment issues; (3)Building partnerships and outreach among federal agencies, states, tribes, municipalities, communities, and other entities; (4)Fostering local job development and training initiatives; and (5) Developing policy and implementing strategies for sustainable redevelopment and greenspace preservation. It is the government's intent to award one cost plus fixed fee, level of effort contract. This procurement will be set-aside for small business. The contract period of performance shall be for a two year base period with one three year options. The contract shall have an estimated total level of effort of 41,800 for the base period, 20,000 for Option Period I; 19,250 for Option Period II; and 19,500 hours for Option Period III. The anticipated release date for the Request for Proposal is March 23, 2001. The purpose of the CBD announcement is to notify potential offerors of EPA's requirements, generate the source list, and to direct interest to EPA's "Doing Business with EPA" Internet World Wide site at (http://www.epa.gov/oam/srpod) for further information on this procurement as it becomes available.
