Description
Please read thoroughly -- The Department of Housing and Urban Development (HUD) plans to issue a full and open Request for Proposal (RFP) following FAR Part 15 to contract for the services of an Administering Organization (AO). The Manufactured Housing Improvement Act of 2000 explicitly requires that the Administering Organization must be a "recognized, voluntary, private sector, consensus standards body with specific experience in developing model residential building codes and standards involving all disciplines regarding construction and safety that administers the consensus standards through a development process." (Public Law 106-569, Section 603(a)(4), adding paragraph (14)). This definition is a critical aspect of this procurement. The requirements of this contract will be to recommend members for each category of a consensus committee, which will provide periodic recommendations to the HUD Secretary to adopt, revise and interpret provisions of the Federal manufactured home construction and safety standards and enforcement regulations. In addition, the administering organization shall administer the consensus process for the development and interpretation of the Federal standards, and the procedural and enforcement regulations, and the development of the proposed model manufactured home installation standards. The legislation further directs that the administering organization and the consensus committee shall "operate in conformance with the procedures established by the American National Standards Institute for the development and coordination of American National Standards; and apply to the American National Standards Institute and take such other actions as may be necessary to obtain accreditation from the American National Standards Institute." (Section 604, amending Section 604(a)(3)(H)). The administering organization, upon the request of the consensus committee, shall provide reasonable staff resources to the consensus committee; and furnish technical support in a timely manner to any of the interest categories described in the legislation. The period of performance will not exceed 52 months, including the base period and all options, if exercised. Only those proposals received from companies explicitly meeting the definition of an administering organization shall be considered. The RFP release date will be on or about March 23, 2001 and will only be provided through HUD's web page as discussed below. Interested parties may obtain a copy of the solicitation by accessing the following web page: http://www.hud.gov/cts/ctsoprty.html. HUD posts all required notices of its contracting opportunities on its Internet Home Page Contracting Opportunities site. Potential offerors who download copies of solicitations may automatically receive e-mailed notification concerning issued amendments to the applicable solicitation. HUD is currently phasing-in HUD's new Electronic Source List (ESL) service. Using this free service, offerors will be able to register for email notifications whenever amendments are made to a specific solicitation you have downloaded. The list of sources who have registered will be posted to this site. If you are interested in subcontracting opportunities, you will be able to view the list and contact the registered sources to market your services. The solicitations identified as "ESL available" offer this free service. To receive these notifications, offerors must click on the link for e-mail notification where prompted in the RFP announcement on the HUD web. Please note that all interested offerors shall be required to register on the ESL. No secondary requests for RFP issuance will be entertained. All amendments and any questions and answers will be posted and may be downloaded from the referenced web site above. It is anticipated that a cost plus fixed fee award will be made on or about June 25, 2001, based on the best value to the Government.
