- Description
- The Center for Substance Abuse Treatment, Substance Abuse and Mental Health Services Administration, Department of Health and Human Services contemplates awarding a two year cost reimbursement contract with two 24 month option periods. Award of this requirement is subject to the availability of Fiscal Year 2001 funds. The purpose of this contract is to provide leadership in evaluating the organization and financing of service systems for persons with mental illness and/or substance abuse problems. The Center for Substance Abuse Treatment and The Center for Mental Health Services has developed and published estimates of national MH/SA expenditures, and provided other analyses of the costs and use of MH/SA services. The primary purpose of this procurement is to continue this work. This will include, to the extent possible, the collection of information on service use and cost for individuals with serious mental and/or addictive disorders. This procurement will produce expenditure estimates that parallel the information available in the National Health Accounts produced by HCFA and that will separate mental health and substance abuse spending by payer categories, such as Medicare and State Government, and service categories such as hospitals and nursing homes. Estimates will be made for ten-year periods, so that trends can be discerned. In addition, separate estimates for vulnerable segments of the population served, such as children and adolescents or other groups may be of interest. This procurement also will identify areas in which to focus future data collection efforts in order to improve future use and the estimates. A DRAFT Statement of work, and DRAFT performance standards criteria will be posted on SAMHSA's Internet website at http://www.samhsa.gov [see Contracts] on or about Friday, March 9, 2001. The DRAFT items are posted in order to obtain industry comments, and industry compatible standards, if applicable. Interested Parties are encouraged to review the draft items and send comments electronically to: Ltantard@SAMHSA.GOV. Comments will be received until March 16, 2001. The estimated issuance date of RFP 270-01-7088 is March 22, 2001 with responses due approximately April 24, 2001. The solicitation may be obtained in either of two ways; by mail, or electronically, by downloading a file from the World Wide Web at http://www.samhsa.gov/contract. Files will not be made available on the World Wide Web until on or after the estimated issuance date. Once downloaded, you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified above that you wish copies of amendments to the RFP (if any) sent to you by mail or check the Web regularly for amendments which will also be posted there and can be downloaded electronically. You may choose any of the two methods for obtaining amendments. Note, however, that if you rely on the Web for obtaining amendments, at this time we have no way to assure, and will therefore assume no responsibility for assuring, you have downloaded these amendments. Requests for copies of the RFP to be mailed must be made in writing. Fax requests will be accepted at (301)594-0535 but please confirm that your fax request has been received.
