- Qualified Sources Sought for Procurement and Installation of Monitoring Technology For Low Level Radioactive Waste Disposal Cell The U.S. Department of Energy (DOE) Office of Science and Technology, EM-50, Sub Surface Contaminants Focus Area is sponsoring through Fluor Fernald, Inc. a prime contractor to DOE, a Post Closure Stewardship Technology Project (PCSTP) at the Fernald Environmental Management Project (FEMP), Cincinnati, Ohio. The PCSTP intends to obtain a list of qualified vendors to provide a turnkey package involving the procurement of specified monitoring instruments, installation of those instruments into an eight acre low level radioactive waste disposal cell, start V up and turn over of the monitoring system and training (including providing training/operation manuals) for up to six individuals on maintenance and monitoring aspects of the system. The PCSTP is seeking a list of qualified, experienced vendors to procure, install, start V up, and turn over a monitoring system similar to the following (exact details will be provided in the RFP). Submersible pressure transducers and thermal conductivity based matric potential sensors (MPS) installed in clusters (12 V15 clusters per side/face of OSDF) within the drainage layer of the cap and cover system (three sides/faces) with all instruments multiplexed and incorporated into a data logging system. Water content sensors employing a dielectric method and MPSs installed in clusters (up to 12) across eight-acre cap, multiplexed, and incorporated into a data logging system. (Fluor Fernald may or may not elect to procure all items listed below. At a minimum, the instruments, data logging system, multiplexer, etc., shall have the capability to be upgraded to the capabilities listed below, in the future. Qualified vendors may subcontract for all or part of the items listed below). Data logging and transmission system should: h provide for local storage of data for up to 3 months h automatically transmit data wirelessly in real or near real-time to a remote server accessible to or connected to the FEMP computing network h transmit data formats compatible with loading into a Fluor Fernald managed relational database. h allow 2-way communication to allow for changes in instrument sampling rates, data acquisition, and data archiving to be programmed remotely and provide appropriate software for that task. h provide web-based tools for viewing data. Lastly, design, fabrication and installation of several flush -- mounted plate and rod type subsidence/settlement devices across the cap. All work will be performed at the FEMP, located approximately 18 miles Northwest of downtown Cincinnati starting in May V June 2001 and ending in September V October 2001. The selected vendor will work in coordination with the schedule of the sub-contractor constructing the cap and cover (IT Corporation). Additionally, all of vendor s personnel working at the site will be required to take and successfully complete approximately 50 hrs of site specific work and safety training. Some work may be required in a radiological environment. The selected vendor shall provide all necessary transportation, tools, equipment, labor, and materials required to install the system on site, bring the system up to operation status, turn it over, and provide training (including operation/maintenance manuals) for up to six individuals. Selected vendor will also assume full product liability for damage during shipping, storage and installation. Selected vendor will also be expected to assume full responsibility for insuring the specified instruments are ordered, received, delivered and stored in good condition. Selected vendor shall be responsible for correcting any of the aforementioned problems at no additional charge to the customer. Selected vendor will also be responsible for handling all items in accordance with the manufacturer s specifications. Companies/vendors interested in being placed on Fluor Fernald s bidders list for the anticipated solicitation to procure, install, and turn-over the monitoring system for the PCSTP need to submit their expressions of interest along with the following: 1. Corporate Experience and Past Performance, 2. Financial and Management Capability, 3. Capability of Key Personnel, 4.
