- Description
- The Small Business Administration (SBA) plans to issue program announcement number SBIR-01-0011 to invite applications from 'eligible states' to provide outreach to small high technology businesses to encourage broader participation in Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) program. 'Eligible state' means a state, territory, commonwealth or the District of Columbia: (a) for which the total value of contracts awarded to the state during fiscal year 1995 under SBIR and STTR programs was less than $5,000,000; and (b) that certifies that it will provide matching funds from non-Federal sources in an amount that is not less than 50 percent of the amount of Federal funding provided under the subject program announcement. States for which total value of contracts awarded during fiscal year 1995 under SBIR and STTR Programs was less than $5,000,000, and did not submit a proposal in response to SBA solicitation SBIR-00-R-0011 are: (1) Arkansas, (2) Hawaii, and (3) Oklahoma. Only these 'eligible states' may submit proposals. Small businesses are not eligible to participate in this program, unless designated by the state's governor as the sole technology marketing and outreach designee for the state. Not more than one proposal may be submitted for any state. Each proposal must provide for statewide assistance to small high-technology businesses, and must bear the endorsement of the Governor of the State for which the effort is proposed. Eligible states to which cooperative agreements are awarded under this program announcement may sub-grant or sub-contract performance to other entities. The authorizing legislation for this program announcement is the Small Business Act, Section 9(s)(2), 15 U.S.C. Section 638(s)(2). SBA will mail program announcements to interested parties during mid March 2001. The SBA Headquarters must receive applications/proposals by the date and time that will be specified in the program announcement. Successful applicants under this program announcement will receive awards to establish and/or expand programs to assist small high technology businesses increase their participation and success in SBIR and STTR programs through training, counseling, and outreach. Services to be provided under the subject program announcement must include, but need not be limited to: establishment of quantifiable performance goals, including goals relating to the number of SBIR and STTR program awards made to small business concerns in the state, and the total amount of Federal research and development contracts awarded to small business concerns in the state; provision of completion outreach support to small business concerns in the state that are involved in research and development; and, development and dissemination of education and promotional information relating to the SBIR and STTR programs to small business concerns in the state. Applicants must submit four-year plans that describe sources of matching funds, and ourtreach and technical assistance activities. Applicants may receive financial assistance for up to four years, subject to continuing program authorization and funding. However, awards will be issued annually to conduct 12-month projects. For each $1 of non-Federal matching funds applicants provide, they may receive $2 of Federal funds, to a maximum of the annual available Federal funding.
